Լեռնային Ղարաբաղի Հանրապետության մարդու իրավունքների պաշտպան Ռուբեն Մելիքյանը հայտարարություն է տարածել: 

Դեկտեմբերի 30-ին Ադրբեջանի ԱԳՆ-ն հայտարարություն էր տարածել հայ-ադրբեջանական սահմանին տեղի ունեցած միջադեպի կապակցությամբ: Հայտարարության մեջ նաեւ հիշատակվում էր Արցախի նկատմամբ Ադրբեջանի ապրիլյան ագրեսիայի  հանգամանքը: Այսպես՝ Ադրբեջանի ԱԳՆ-ն հայտարարել էր. «Ապրիլյան իրադարձությունների ընթացքում զոհված զինծառայողների մարմիններին հայտնաբերվել են խոշտանգումների հետքեր, որոնք իրականացվել են արդեն մահից հետո<...>»:

Առաջիմն հերթին անհրաժեշտ է նշելշ, որ վերոնշյալ «կտտանքները, որոնք իրականացվել են արդեն մահից հետո» հակասում են նորմալ տրամաբանությանը եւ բացատրության կարիք ունեն, քանի որ համընդհանուր միջազգային իրավական սահմանմամբ՝ «խոշտանգումներ» կարող են իրականացվել միայն ողջերի նկատմամբ:

Անհրաժեշտ է նաեւ նշել, որ Արցախի Հանրապետության ՄԻՊ-ը վերջերս հանգամանալից զեկույց էր հրախարակել՝ ներկայացնելով Արցախի խաղաղ բնակիչների եւ ԼՂՀ ՊԲ զինծառայողների նկատմամբ ռազմական հանցագործությունների բազմաթիվ փաստեր: Փաստերի հավաքման առաքելությունը շարունակվում է:

Ելնելով վերոշարադրյալից եւ վճռականապես դատապարտելով ցանկացած ռազմական հանցագործության դրսեւորում՝ հայտարարում եմ, որ իմ իրավասությունների շրջանակում պատրաստ եմ հանգամանորեն քննել քաղաքացիական անձանց կամ ապրիլյան պատերազմի ցանկացած կողմերի զինծառայողների նկատմամբ ռազմական հանցագործության մասին ցանկացած հայտարարություն: Սակայն դրա համար անհրաժեշտ է, որ ադրբեջանական կողմը  ներկայացնի կամ հրապարակի «խոշտանգումների» կոնկրետ հանգամանքներ՝ կոնկրետ անձանց նկատմամբ կոնկրետ խոշտանգման դեպք, ինչպես նաեւ դրանք ԼՂՀ հսկողության տակ անցնելու հանգամանքը:
