Ադրբեջանում քաղաքական բանտարկյալներին առնչվող հարցին ի պատասխան՝ Ադրբեջանի արտաքին գործերի նախարար Էլմար Մամեդյարովը բառացիորեն ասել է հետևյալը. «Եվրոպայի խորհուրդը չունի «քաղաքական բանտարկյալ» հասկացությունը: Երբ ԵԽԽՎ-ն կսահմանի հստակ չափանիշ «քաղաքական բանտարկյալ» հասկացության համար, ես կարող եմ պատասխանել Ձեր հարցին, հակա ռակ դեպքում այն շատ հիպոթետիկ կլինի»: «Արմենպրես»-ի փոխանցմամբ' այս մասին ֆեյսբուքյան իր էջում գրել է ԵԽԽՎ-ում ՀՀ Ազգային ժողովի պատվիրակության անդամ, ՀՀԿ-ական պատգամավոր Արփինե Հովհաննիսյանը:

«Իր երկրորդ հարցի շարադրման ժամանակ պատվիրակը փաստում է, որ, ամենայն հավանականությամբ, Մամեդյարովի պատասխանը սխալ է, քանի որ ԵԽԽՎ-ն դեռևս 2012 թվականին ընդունել է 1900 բանաձևը, որի վերտառությունը հետևյալն է. «Քաղաքական բանտարկյալների հասկացությունը (սահմանումը)»: Այլ կերպ ասած, այդ չափանիշները առկա են, ուստի, Մամեդյարովի պատասխանը ոչ այլ ինչ է, քան պարզունակ խուսանավում իր երկրում առկա խայտառակ խնդիրներից:

Մատնանշելով այլ հիմնավորումներ ևս՝ պատվիրակը հարց է ուղղել նախարարների կոմիտեին. «Արդյո՞ք նախարարների կոմիտեն համամիտ է իր ղեկավարի (այդ ժամանակ Մամեդյարովը գլխավորում էր նախարարների կոմիտեն) վերոնշյալ հայտարարության հետ և ունակ է արդյո՞ք տալ իմ հարցի ամբողջական պատասխանը, նկատի ունենալով այն հանգամանքը, որ ղեկավարը հստակ հայտարարել է, որ Ադրբեջանում քաղաքական բանտարկյալների ցուցակը կարող է տրվել, եթե առկա է հասկացություն»: Այժմ սպասենք այս հարցի պատասխանին, քանզի թվում է' ամեն ինչ ավելի քան հստակ է»,- գրել է Արփինե Հովհաննեսյանը:
