Գյուղնախարարությունում քննարկվել են կարկտահարության վնասների կանխարգելման հարցերը

ՀՀ գյուղատնտեսության նախարար Իգնատի Առաքելյանը նախօրեին հրավիրել էր խորհրդակցություն բնակլիմայական աղետների, մասնավորապես կարկտահարության վնասների կանխարգելման ուղղությամբ իրականացվելիք առաջիկա քայլերը քննարկելու նպատակով:

Այս մասին տեղեկացրին ՀՀ գյուղատնտեսության նախարարության հասարակայնության հետ կապերի բաժնից:

Քննարկմանը մասնակցում էին  ՀՀ արտակարգ իրավիճակների նախարարի ժամանակավոր պաշտոնակատար Հայկարամ Մխիթարյանը, ՀՀ գյուղատնտեսության նախարարի տեղակալ Աշոտ Հարությունյանը, ՀՀ ԱԻՆ «ՄԵՎԱՆԾ» ՊՈԱԿ-ի տնօրեն Ռոբերտ Հովսեփյանը:

«Մեր երկրում գյուղատնտեսությունը ամեն տարի մեծ վնասներ է կրում կարկտահարության պատճառով, և այժմ օրախնդիր հարցերից է դրա դեմ պայքարի  առավել արդյունավետ մեթոդների կիրառումը: Այդ նպատակով նախարարությունը մշակել է բնակլիմայական աղետներից վնասների կանխարգելման հայեցակարգի նախագիծ, և այս հանդիպման ընթացքում մենք ցանկանում ենք լսել ձեր նկատառումները, համատեղ քննարկել ու լուծման ուղիներ գտնել առկա խնդիրների ուղղությամբ»,- իր խոսքում նշել է նախարար Առաքելյանը:

Ներկայացնելով հանրապետության հակակարկտային կայանների ցանցի   տեխնիկական իրավիճակը, արդյունավետությունը, կառավարման և սպասարկման ընթացքում ծագող խնդիրները`  ՀՀ արտակարգ իրավիճակների նախարարության պաշտոնյաներն ընդգծել են, որ պայքարի մեկ եղանակի ընտրությունը, մասնավորապես հանրապետության ամբողջ տարածքը հակակարտային կայանների ցանցով ծածկելը նպատակահարմար չէ և չի կարող բավարար արդյունավետություն ապահովել` առաջարկելով ըստ գոտիականության տեղադրել նաև հրթիռային կայաններ,  իսկ առավել արժեքավոր գյուղատնտեսական մշակաբույսերի պահպանության նպատակով հակակարկտային ցանցեր կիրառել:

Խորհրդակցության ընթացքում կարևորվել են մի շարք հարցեր, այդ թվում`   դոտացիոն ֆոնդի հաշվին հակակարտային կայանների կենտրոնացված սպասարկման անհրաժեշտությունը, համայնքային և մասնավոր սեփականություն հանդիսացող կայանների տեղադրումը լիազոր մարմնի հետ պարտադիր կերպով համաձայնեցնելը, գործող ցանցի տեխնիկական վերազինումը և այլն:

Քննարկումների արդյունքում որոշվել է ուսումնասիրել կարկտահարության դեմ պայքարի հրթիռային կայանների կիրառման միջազգային առաջավոր փորձը, Հայաստանում դրա ներդրման և տեղում արտադրություն կազմակերպելու հնարավորությունները, քարտեզագրել հանրապետության պահպանության տարածքները` ըստ տվյալ տարածքի համար առավել նպատակահարմար հակակարկտային եղանակների կիրառմամբ, ինչպես նաև  ներկայացնել պահանջվող ներդրումների ֆինանսական գնահատականը`  2018 թվականի ՀՀ պետական բյուջեում համապատասխան միջոցներ նախատեսելու նպատակով:
