Վարչապետի հանձնարարականների հիման վրա մշակվել է 101 իրավական ակտ, որից 51-ն ընդունվել է

 ՀՀ կառավարության նիստում վարչապետ Կարեն Կարապետյանի հանձնարարականով Կառավարության աշխատակազմի ղեկավար-նախարար Դավիթ Հարությունյանը ներկայացրեց տեղեկատվություն կառավարության նախորդ նիստերին տրված հանձնարարականների և դրանց կատարողականի վերաբերյալ: «Արմենպրես»-ի փոխանցմամբ, Հարությունյանը նշեց, որ 2016-ի սեպտեմբերի 15-ից մինչև 2017 թ. հունվարի 12-ը կառավարության նիս տերին հնչել են բազմաթիվ հանձնարարականներ և դրանց հիմնական մասը վերաբերել են քաղաքականությունն իրականացնելուն: Այսինքն՝ նախարարությունները քաղաքականություն իրականացնելու առումով պետք է մշակեին համապատասխան իրավական ակտեր:

Կառավարության աշխատակազմի ղեկավար-նախարարի տեղեկացմամբ, նշված ժամանակահատվածում, ընդհանուր առմամբ, մշակվել է 101 իրավական ակտ, որոնցից ընդունվել են 51-ը: Այդ ակտերի թվին են պատկանում օրենքների նախագծեր, կառավարության և վարչապետի որոշումներ, որոշ դեպքերում՝ նախարարների հրամաններ:

Անդրադառնալով առավել կարևոր և հետաքրքրություն ներկայացնող որոշումներին՝ Դավիթ Հարությունյանը առանձնացրեց պետական կառավարման համակարգի արդիականացմանն ուղղված քաղաքական որոշումները:

«Առավել կարևոր կետերից մեկը լիազորությունների ապակենտրոնացումն է: Այս հանձնարարականի արդյունքում որդեգրվել է երկու մոտեցում: Առաջին՝ յուրաքանչյուր օրենքի նախագիծ, որը մշակվում է և չի վերաբերում լիազորությունների ապակենտրոնացմանը, պարտադիր պետք է անդրադարձ կատարի լիազորությունների ապակենտրոնացման խնդրին: Այսինքն՝ օրենքը վերլուծվում է, թե ինչ լիազորություններ կան, որոնք վերապահված են  կառավարությանը և, եթե հնարավոր է այն վերապահել ավելի ստորին օղակներին համապատասխան պատասխանատվություն սահմանելով, օրինակ` նախարարություններին, ապա դա իրականացվում է»,- ասաց Դավիթ Հարությունյանը:  

Անդրադառնալով «Գնումների մասին» նոր օրենքին, որն արդեն ընդունվել է Ազգային ժողովի կողմից՝ նշեց, որ այն նախատեսում է գնումների ավելի ճկուն և թափանցիկ մեխանիզմներ, ինչը թույլ է տալիս բարձրացնելու կառավարության հանրային հաշվետվողականությունը:

Հաջորդը վերաբերում է ՊՈԱԿ-ների, ԾԻԳ-երի օպտիմալացմանը: «2017թ. կատարված փոփոխությունները հնարավորություն կընձեռեն տնտեսելու 3,9 մլրդ դրամ»,- ասաց Դավիթ Հարությունյանը:
