«Նուբարաշեն» ՔԿՀ բանտարկյալները հերքել են իրենց նկատմամբ բռնություն կիրառելու լուրերը

ՀՀ ԱՆ Քրեակատարողական հիմնարկներում և մարմիններում հասարակական վերահսկողություն իրականացնող հասարակական դիտորդների խմբի անդամները հունվարի 21-ին ստացված ահազանգի հիման վրա այցելություն են կատարել «Նուբարաշեն» ՔԿՀ։ Ինչպես հաղորդում է «Արմենպրես»-ը, ստացված ահազանգի համաձայն` 2017թ․ հունվարի 20-ին ինքնավնասումներ են կատարել «Նուբարաշեն» ՔԿՀ-ի 002 խցում պահվող ազատազրկված անձինք: Ըստ ահազանգողի՝ վերջիններս այդ քայլին են դիմել, քանի որ աշխատակիցները, մահակներով զինված, ցանկացել են մուտք գործել խուց և բռնի ուժով նրանց տեղափոխել 5-րդ հարկ՝ թիվ 89 խուց, որը, ինքնավնասում կատարած անձանց կարծիքով, շատ ավելի վատն է, քան իրենց խուցը։

2017թ. հունվարի 12-ին Դիտորդների խումբը հանդես է եկել հայտարարությամբ, որում ասվում էր, որ «Նուբարաշեն» ՔԿՀ այցելության ժամանակ, ի թիվս այլ խցերի, խմբի կողմից ուսումնասիրվել են ՔԿՀ-ի առաջին հարկում գտնվող խցերի պայմանները, այդ թվում՝ 002 խուցը։ Խցում արձանագրվել են սանիտարահիգիենիկ պայմանների վատ վիճակ, մասնավորապես՝ անզեն աչքով նկատելի են եղել խավարասերներ, որոնք մեծաքանակ խմբերով գտնվել են առաստաղին, պատերին, նույնիսկ սնունդ (հաց) պարունակող տուփերում: Խմբի տարածած հայտարարությունից հետո ՀՀ Արդարադատության նախարարությունը որոշում է կայացրել առաջին հարկում պահվող ազատազրկվածներին տեղափոխել այլ խցեր։

2017թ. հունվարի 20-ին Դիտորդական խմբի և ՀՀ ԱՆ Վարչության աշխատակիցների համատեղ ասուլիսի ժամանակ ՀՀ ԱՆ ՔԿՎ-ի պետի տեղակալ Հայկ Քոչինյանը հայտարարել է, որ այդ խցերը փակվել են, և ազատազրկվածները տեղափոխվել են այլ խցեր։ 2017թ․ հունվարի 21-ին կատարած այցելության ընթացքում դիտորդները հանդիպումներ են ունեցել բնակեցված մնացած միակ՝ 002 խցում պահվող՝ ինքնավնասումներ կատարած անձանց և «Նուբարաշեն» ՔԿՀ-ի վարչակազմի հետ, դիտարկում են անցկացրել այն խցում, որտեղ պետք է տեղափոխվեին տվյալ ազատազրկված անձինք։

«Նուբարաշեն» ՔԿՀ-ի վարչակազմի ներկայացուցչի խոսքերով՝ նրանք 5-րդ հարկ տեղափոխվելու պահանջին չեն ենթարկվել և դիմել են ինքնավնասումների: Ինքնավնասում կատարած անձինք դիտորդների հետ առանձնազրույցի ժամանակ հայտնել են, որ իրենց նկատմամբ մահակներով կամ այլ ձևով բռնություն չի կիրառվել։ Դիտորդական խումբը ուսումնասիրել է նաև 5-րդ հարկի 89-րդ խցի պայմանները, որը նույնպես բարեկարգ համարել չի կարելի, սակայն խցում նկատելի չեն եղել խավարասերներ, ինչպես նաև չի զգացվել խոնավություն, սակայն խուցը վերանորոգման կարիք ունի։ 002 խցի ինքնավնասում կա տարած անձինք հայտնել են, որ դիմել են ՔԿՀ-ի վարչակազմին, որ իրենց թույլ տան սեփական միջոցներով վերանորոգում կատարել՝ մինչև 89 խուց տեղափոխվելը։

Ըստ ազատազրկված անձանց՝ իրենց բավարար ժամանակ չեն տրամադրել, սակայն վարչակազմի աշխատակիցները հայտնում են, որ ժամանակը տրամադրվել է հունվարի 13-ից մինչ 20-ը։ Դիտորդների խումբը ստեղծված իրավիճակի վերաբերյալ նույն օրը հեռախոսազանգով տեղեկացրել է ՀՀ արդարադատության նախարարի տեղակալ Սուրեն Քրմոյանին՝ միաժամանակ փոխանցելով խցերի պայմանների վերաբերյալ նկարները։ Վերջինս հավաստիացրել է, որ հարցին հրատապ լուծում կտրվի:

Դիտորդների խումբը կշարունակի ուշադրության կենտրոնում պահել «Նուբարաշեն» ՔԿՀ-ում արձանագրված միջադեպի բացահայտմանն ուղղված գործողությունները:
