Ստրասբուրգում ԵԽԽՎ նստաշրջանի աշխատանքներին մասնակցող ԱԺ պատվիրակության ղեկավար, ԵԽԽՎ և ԱԺ փոխնախագահ Հերմինե Նաղդալյանին հունվարի 25-ին ընդունել է ԵԽԽՎ գլխավոր քարտուղար Թյորբորն Յագլանդը: Հանդիպման ընթացքում քննարկվել են փոխադարձ հետաքրքրություն ունեցող բազմաթիվ հարցեր, այդ թվում՝ մտահոգությունները ԵԽԽՎ աշխատանքների վերաբերյալ: Անդրադարձ է եղել ընդհանրական զարգացումներին, որ գոյություն ունեն Եվրոպայում՝ ընդունված արժեհամակարգերի նահանջին, կոռուպցիայի տարածմանը, ճանաչված արժեքների ոտնահարմանը, կառույցի բարեփոխման անհրաժեշտությանը: ԵԽԽՎ-ն վերջին անգամ բարեփոխվել է 7-8 տարի առաջ, և այս տարիներին լրջագույն փոփոխություններ են եղել: Այս մասին տեղեկանում ենք ՀՀ ԱԺ փոխնախագահի աշխատակազմից:

ԱԺ պատվիրակության ղեկավարը կարևորել է փոխադարձ ընկալումը՝ որ ԵԽԽՎ-ում Հայաստանն ու Հայաստանին առնչվող հարցերը իրականությանը համարժեք ընկալում ունենան, և Հայաստանում ընկալելի լինեն եվրոպական ժողովրդավարության պահանջներն ու կարևորությունը: Անդրադարձ է եղել վերջին շրջանի հայտարարություններին և իրադարձություններին որոնց վերաբերյալ ԱԺ փոխնախագահը Թյորբորն Յագլանդին որոշակի տեղեկատվություն է տրամադրել: Հանդիպման ընթացքում քննարկվել են նաև ապրիլյան քառօրյա պատերազմում ադրբեջանական կողմի անմարդկային ոճրագործությունների, քաղաքացիական բնակչության ու զինվորների նկատմամբ ադրբեջանցիների վանդալիզմի հետաքննության և գնահատականի անհրաժեշտության հարցերը, որոնց վերաբերյալ Հերմինե Նաղդալյանը, Հայաստանի այլ ներկայացուցիչներ, Հայաստանի հարցով մոնիտորինգի համազեկուցողներ Միլը և Գալատին տարբեր հանդիպումների ժամանակ լիարժեք և ամբողջական տեղեկատվություն են փոխանցել եվրոպացի պաշտոնյաներին, Մարդու իրավունքների հանձնակատար Մուժնիեկսին և գլխավոր քարտուղարին:

Հերմինե Նաղդալյանը նշել է, որ ՀՀ Մարդու իրավունքների պաշտպանն այս օրերին Ստրասբուրգում հանդիպումներ է ունեցել ու ներկայացրել լիարժեք և ամբողջական նյութեր, փաստեր ու փաստաթղթեր, նաև դեկտեմբերի վերջին Տավուշի մարզի Չինարի գյուղի մոտ ադրբեջանական դիվերսիայի մասին, որոնց պետք է օբյեկտիվ գնահատական տրվի: «Մենք կարևորում ենք ԵԽԽՎ գլխավոր քարտուղար Թյորբորն Յագլանդի տեսակետը, որ մարդու իրավունքների և ազատությունների պաշտպանության առումով Եվրոպայում չպետք է լինեն «սև կետեր»՝ փակ տարածքներ, և մարդու իրավունքների պաշտպանության ե վրոպական կոնվենցիան պետք է գործի Եվրոպայի ողջ տարածքում: Մենք կիսում ենք այս տեսակետը և համարում ենք, որ ԵԽ մարդու իրավունքների հանձնակատարը պետք է լինի Արցախում, որը հանձնառու է այդ չափանիշներին և որտեղ այդ չափանիշները լիովին գործում են, և պետք է իր դիրքորոշումները ավելի ակտիվ ներկայացնի: ԼՂ հակամարտությունը կոնֆլիկտի միակ գոտին է, որտեղ մարդու իրավունքների հանձնակատարն ու իր ներկայացուցիչները չեն եղել, մինչդեռ դա կարևոր հարց է թե ԼՂՀ-ում իրական վիճակի մասին պատկերացումը տեղում կազմելու, թե ԼՂՀ-ն կոնվենցիայի գործողության տարածքում ներգրավված տեսնելու առումով, հատկապես, որ Լեռնային Ղարաբաղը միակողմանի կարգով միացել է Մարդու իրավունքների մասին եվրոպական կոնվենցիային»,- հանդիպման մասին ասաց Հերմինե Նաղդալյանը:
