Եվրոպայի խորհրդի կենտրոնակայանում հունվարի 26-ին ԵԽ-ում Հայաստանի մշտական ներկայացուցչության և ՀՀ Սահմանադրական դատարանի համատեղ նախաձեռնությամբ տեղի է ունեցել հանդիսավոր միջոցառում` նվիրված Եվրոպայի խորհրդին Հայաստանի անդամակցության 16-ամյակին, որի ընթացքում կայացավ «Սահմանադրական մշակույթ. պատմության դասերն ու ժամանակի մարտահրավերները» գրքի շնորհանդեսը:

Ինչպես տեղեկացրին ՀՀ ԱԳՆ մամուլի, տեղեկատվության և հասարակայնության հետ կապերի վարչությունից, միջոցառման բացմանը ելույթներով հանդես եկան Եվրոպայի խորհրդի գլխավոր քարտուղար Թորբյորն Յագլանդը, ՀՀ Սահմանադրական դատարանի նախագահ, վերոնշյալ աշխատության հեղինակ Գագիկ Հարությունյանը, ԵԽ-ում ՀՀ մշտական ներկայացուցիչ Պարույր Հովհաննիսյանը:

ԵԽ-ում ՀՀ մշտական ներկայացուցիչ Պարույր Հովհաննիսյանը խորհրդանշական համարեց, որ Եվրոպայի խորհրդին Հայաստանի անդամակցության 16-ամյակը նշանավորվում է ՀՀ սահմանադրական լայնածավալ բարեփոխումներով, որոնք կոչված են Հայաստանում ավելի ամրապնդելու մարդու իրավունքները, ժողովրդավարությունը և օրենքի գերակայությունը։

ՀՀ Սահմանադրական դատարանի նախագահ Գագիկ Հարությունյանը, ներկայացնելով իր հեղինակած «Սահմանադրական մշակույթ. պատմության դասերն ու ժամանակի մարտահրավերները» աշխատությունը՝ համոզմունք հայտնեց, որ այն կարող է օգտակար ուսումնասիրություն հանդիսանալ ցանկացած պետության սահմանադրական արժեհամակարգում հիմնարար ազատությունների լիարժեք երաշխավորմանն ուղղված աշխատանքներում։

Եվրոպայի խորհրդի գլխավոր քարտուղար Թորբյորն Յագլանդն իր ելույթում հիշատակեց, որ Եվրոպայի խորհրդին Հայաստանի անդամակցությունից ի վեր` ՀՀ իշխանություններն առաջնորդվում են ԵԽ արժեքները պետական հասարակական կառույցներում և ազգային օրենսդրությունում ներդնելու և դրանք հետևողականորեն ամրապնդելու հաստատակամությամբ: Այնուհետև, նա ավելացրեց, որ Եվրոպայի խորհուրդն աջակցում է կայուն և բարեկեցության ուղով առաջ շարժվող Հայաստանին և բարձր է գնահատում Հայաստանի հետ համագործակցությունը, որը վկայում է ԵԽ-ի հետ դինամիկ երկխոսության նկատմամբ ՀՀ իշխանությունների վճռական հանձնառության մասին:

Գլխավոր քարտուղար Յագլանդն անդրադարձավ նաև եվրոպական չափորոշիչներին առավել համապատախանեցնելու նպատակով Հայաստանում ընթացող օրենսդրական նշանակալի բարեփոխումներին` գոհունակությամբ փաստելով, որ դրանք իրականանում են ԵԽ մասնագիտական մարմիններից մեկի` Վենետիկի հանձնաժողովի հետ սերտ համագործակցությամբ:

Գլխավոր քարտուղարը նաև կարևորեց ՀՀ քաղաքական ուժերի հետ փոխզիջման ճանապարհով ՀՀ ընտրական նոր օրենսգրքի ընդունումը, ինչպես նաև ներկայիս օրենսդրական բարեփոխումներում քաղաքացիական հասարակության գործուն ներգրավվածությունը: 

Հայաստանում ժողովրդավարության ամրապնդման համատեքստում Թորբյորն Յագլանդը նշեց, որ Հայաստանի իշխանությունների հետևողական հանձնառության շնորհիվ արձանագրվում է իրական առաջընթաց, որի մասին են փաստում ԵԽ մոնիտորինգային մեխանիզմները։
