Կարծես թե արդեն հստակ է, որ շուտով իր պաշտոնին հրաժեշտ է տալու փոխվարչապետ Արմեն Գևորգյանը: Նրա փոխարեն վերջին օրերին լրատվամիջոցներով շրջանառության մեջ են դրվում տարբեր պաշտոնյաների անուններ՝ սկսած իշխանական ճամբարի պաշտոնյաներից մինչև այլընտրանքայինների և ոչ եռյակային ընդդիմադիրների: Շրջանառության մեջ է դրվել նաև փոխվարչապետի ֆունկցիան տարածքային կառավարման նախարարի փոխարեն այլ նախարարին հանձնելու վարկածը, ինչպես նաև մեկի փոխարեն չորս փոխվարչապետ (ըստ ոլորտների) ունենալու վարկածը, որը իբրև թե նախատեսված է սահմանադրական բարեփոխումների շրջանակում: Սակայն այս մասին խոսելը դեռ վաղ եմ համարում, քանի որ դեռ հայտնի չէ, թե երբ կլինի հանրաքվեն՝ համենայն դեպս, ոչ առաջիկա մեկ տարվա ընթացքում, իսկ տարածքային կառավարման նախարարից մեկ այլ նախարարին փոխվարչապետի պաշտոնը հանձնելը հավանական է նաև այս փուլում:
Այս կապակցությամբ մասնավորապես շրջանառվում է Տրանսպորտի և կապի նախարար Գագիկ Բեգլարյանի անունը: Հիմա շատերը կհարցնեն՝ իսկ արդյո՞ք Գագիկ Բեգլարյանը կարող է կատարել փոխվարչապետի պարտականությունները, ունի՞ արդյոք դրա համար անհրաժեշտ հմտություններ. իհարկե՛ կարող է, իսկ հմտություններ ունենալը կամ չունենալը այլ հարց է, և Հայաստանի դեպքում կարևոր էլ չէ, քանի որ փորձը ցույց է տալիս, որ մեր երկրում փոխվարչապետ աշխատելու համար առանձնապես հմտություններ էլ պետք չեն, քանի որ առանձնապես լուրջ պարտականություններ էլ չկան: Արմեն Գևորգյանի կատարած աշխատանքն էլ մեզ օրինակ:
Այս առնչությամբ մի դեպք հիշեցի. նախորդ տարի այցելել էի Սյունիքի մարզ, և Սիսիանի շրջանի գյուղերից մեկի գնակիչները ինձ պատմեցին, որ վերջերս փոխվարչապետ Արմեն Գևորգյանը Սյունիքի մարզ այցելության շրջանակներում եղել էր նաև իրենց գյուղում: Եվ ահա գյուղացիները նրա հետ հանդիպման ժամանակ բարձրացրել էին գյուղում մանկապարտեզ ունենալու խնդիրը, ինչին ի պատասխան՝ փոխվարչապետն ասել էր՝ «Ի՞նչ պարտադիր է, որ գյուղը մանկապարտեզ ունենա»: Ահա այսպես, կարճ ու կոնկրետ, հարցը լուծելու ամենահեշտ տարբերակը: Հիմա տեսնում եք, չէ՞, որ փոխվարչապետ աշխատելու մեջ դժվարություններ չկան, և եթե Արմեն Գևորգյանը կարողանում էր այդքանն անել, ապա ինչու՞ Գագիկ Բեգլարյանը չի կարող:
Փոխվարչապետացուների ցուցակում շրջանառվում է նաև ՕԵԿ նախագահ, նախկին ԱԱԽՔ Արթուր Բաղդասարյանի անունը, որը, կարծում եմ, հավանական տարբերակ է, որովհետև վերջինիս կեցվածքը դեռ անորոշ է. նա իրեն հռչակեց ընդդիմադիր, սակայն գործող իշխանությանն առանձնապես դեմ էլ չէ, քաղաքական գործընթացներին ակտիվ չի մասնակցում, իշխանություն-եռյակ հակադրության մեջ աշխատում է չեզոք դիրք բռնել, միգուցե ինչ-որ սպասելիքնե՞ր ունի և ժամանա՞կ է շահում: Բացի այդ, Արթուր Բաղդասարյանը վարչապետ դառնալու ակնկալիք ուներ, սակայն նրա ակնկալիքը չարդարացրեցին: Չի բացառվում, որ վարչապետ չնշանակեցին, նշանակեն փոխվարչապետ:
Կան նաև այլ շրջանառվող անուններ, որոնց մասին խոսելը նույնիսկ անիմաստ եմ համարում, քանի որ, իմ կարծիքով, փոխվարչապետի պաշտոնն այդ մարդկանց համար ընդամենը ավելորդ գլխացավանք է լինելու, նրանք դրա կարիքը չունեն:
