Սուրբ Հովհաննես եկեղեցին Հայաստանի ամենահին պատմամշակութային արժեքներից է: Այն կառուցվել է դեռեւս Բագրատունիների իշխանության տարիներին՝ 9-րդ դարում: Բագրատունի իշխանները կկառուցեի՞ն այդ վանքը, եթե իմանային, որ դարեր հետո այն մշակույթի նախարարության եւ գյուղացիների միջեւ վեճի առարկա կդառնա…
Լոռու մարզի Մեծավան գյուղը, որը շրջակա գյուղերը ճանաչում են նաեւ «Շահնազար» անվամբ, ժամանակին վերաբնակեցվել է Արեւմտյան Հայաստանից գաղթած ընտանիքներով, որոնք կաթոլիկ հայեր են: Գյուղի հենց մեջտեղում գտնվող Սբ. Հովհաննես եկեղեցուն էլ տվել են «Վերի վանք» անվանումը: Քանի որ վանքը բացի ժամանակի հարվածներից կրել է նաեւ սելջուկ թուրքերի հարվածները, մարդիկ որոշել են այն վերանորոգել: Դիմել են մշակույթի նախարարություն, ներկայացրել էսքիզները, սակայն չեն սպասել մինչեւ այն հաստատվի պետական կառույցի կողմից, մի քանի ամիս առաջ սկսել են աշխատանքները: «Նախապես դա եղել է էսքիզային առաջարկ, որ քննարկվել է գիտամեթոդական խորհրդում, եւ օրենքով սահմանված կարգով պետք է աշխատանքները համաձայնեցնեին: Սակայն նրանք չեն համաձայնեցրել եւ ապօրինի, անօրինական վերականգնողական շինարարական աշխատանքներ են իրականացրել»,- ասաց Պատմության եւ մշակույթի հուշարձանների պահպանության գործակալության պետ Արմեն Աբրոյանը, տեղեկացնելով նաեւ, որ համապատասխան պետական ծառայությունն արդեն գործի առնչությամբ դիմել է դատախազություն. «Նախարարության գիտամեթոդական խորհրդում, մի քանի պայմանով, վերանայելուց եւ օրենքով սահմանված փաստաթղթերի մշակումը համաձայնեցնելուց հետո, թույլտվությունից հետո միայն կարելի էր կատարել աշխատանքները, բայց դրանք դեռ առկա չեն, ավարտված չեն, եւ չկա թույլտվություն: Տեղում մի քանի անգամ դադարեցնելով, սակայն շարունակվել են: Հիմա արդեն իրավապահ մարմինների ձեռքում է, մենք սպասում ենք նրանց պատասխանին»: Իսկ թե ով կամ ովքեր են ղեկավարում շինարարական աշխատանքները, Արմեն Աբրոյանը չկարողացավ պատասխանել. «Քանի որ պաշտոնապես չեն դիմել, ես չեմ կարող ասել, քանի որ ոչ մի փաստաթուղթ չունենք նրանցից»: Փորձեցինք կապ հաստատել Շահնազարի գյուղապետ Սերյոժա Վարդանյանի հետ, սակայն վերջինս իր կոնտակտային տվյալները երեւի մոռանում է թարմացնել, իսկ գյուղապետարանի հեռախոսն էլ չի աշխատում: Գյուղացիներից մեկն էլ մեզ հետ զրույցում նշեց, որ ինքը «չի խառնվում» այդ գործերին. «Ախր, էդ նախարարությունները մի բանը տասն անգամ ծամծմում են»: Այլ տեղեկություններ հրաժարվեց տալ:
