 Հայաստանի կառավարությունը հավանություն տվեց «ՀՀ հարկային օրենսգրքում փոփոխություններ կատարելու մասին» և «Բնապահպանական և բնօգտագործման վճարների մասին ՀՀ օրենքում փոփոխություն և լրացում կատարելու մասին» ՀՀ օրենքների նախագծերին:

Տնտեսական զարգացման և ներդրումների նախարար Սուրեն Կարայանը նշեց, որ օրինագծերի ընդունումն անհրաժեշտ է ՀՀ հարկային նոր օրենսգրքով սահմանված՝ մետաղական օգտակար հանածոների վերամշակման արդյունքում խտանյութերի կամ ձուլվածքի ձևով ստացված վերջնական արտադրանքի իրացման համար սահմանված ռոյալթիների (Ռոյալթին մետաղական օգտակար հանածոների օգտագործումը փոխհատուցելու նպատակով, ինչպես նաև մետաղական օգտակար հանածոների և դրանց վերամշակման արդյունքում ստացված արտադրանքի իրացումից ստացվող բարձր շահութաբերության համար օրենքին համապատասխան Հայաստանի Հանրապետության պետական բյուջե վճարվող վճար է-խմբ.) հաշվարկման և վճարման կարգը միջազգային չափանիշներին համապատասխանեցնելու, ռոյալթիի հաշվարկման բազայի հիմնական մեթոդի կիրառության հիմքերը վերականգնելու նպատակով։

«Առաջարկվում է հարկային մարմնի կողմից ռոյալթիի բազայի անուղղակի գնահատման եղանակի կիրառության դեպքում կիրառել 80 տոկոս սահմանաչափ: Սահմանվել է նաև՝ մինչև սույն օրենքի ընդունումը հարկային մարմնի կողմից անուղղակի եղանակով ռոյալթիների վերահաշվարկման դեպքում տույժերից և տուգանքներից ազատումը, անուղղակի եղանակով վերահաշվարկված ռոյալթիների համար հարկային մարմնի ղեկավարին ժամանակացույց սահմանելու իրավասության վերապահումը, նկատի ունենալով օրենքի ուժի մեջ մտնելու հնարավոր ժամկետները՝ 2017թ. հունվարի 1-ից կիրառության կարգավորումը»,- ասաց Կարայանը: 

ՀՀ վարչապետ Կարեն Կարապետյանը, անդրադառնալով օրինագծերին, կարևորեց դրանց ընդունումը. «Մեր գործարար աշխարհի գործընկերները խնդրել են այս հարցին ուշադրություն դարձնել: Մաքսիմալ ուշադիր եղեք»:
