Վարչապետ Կարեն Կարապետյանը կառավարության նիստում հերթական հանձնարարականները տվեց և մասնավորապես նշեց, որ պետական գերատեսչությունների անարդյունավետ մենեջերները պետք է պատասխան տան։ 
Վարչապետն իր խոսքում նշեց, որ պետության վերահսկիչ փաթեթով ընկերությունները պետք է 2 շաբաթվա ընթացքում կազմեն 2017–ի բիզնես ծրագիրը։ Դրանում պետք է նշված լինեն եկամուտների եռամսյակային աղբյուրները, ինչպես նաև հիմնական ծախսերի նախահաշվարկները՝ հարկեր, աշխատավարձեր, նյութական և ֆինանսական ծախսեր, մաշվածություն։


3 շաբաթվա ընթացքում այդ ծրագրերը պետք է քննի Պետական գույքի կառավարման կոմիտեն։ Իսկ մեկ ամսվա ընթացքում այն պետք է ներկայացնի կառավարության գնահատականը՝ այդ ծրագրերի իրականացման իրատեսության հարցով. «Այդ ծրագրերի հիման վրա պետք է կազմել այդ հաստատությունների կառավարման գնահատման համակարգը։ Ոչ արդյունավետ տնօրենները պետք է պատասխանատվություն կրեն»։ 
Հետաքրքիր է, որ վարչապետի այս հանձնարարականները համընկան ԱՄՆ դեսպան Ռիչարդ Միլսի օրեր առաջ հայտարարությունների հետ, որոնցում դեսպանը բավական կոշտ գնահատականներ էր տալիս կոռուպցիայի դեմ պայքարի ծրագրի շրջանակներում հայաստանյան իշխանությունների գործունեությանը։ Ըստ էության, Միլսը գրեթե ուղղակի խոսքով զգուշացրեց, որ եթե ԱՄՆ–ին չբավարարեն այս ոլորտում գրանցված արդյունքները, ապա նախատեսված ֆինանսական հատկացումները կսառեցվեն։
Ոչ պակաս հետաքրքիր էին դեսպանի հայտարարությունները ապրիլյան պատերազմում կոռուպցիայի հետևանքների մասին, որոնցում Միլսը ուղղակիորեն շեշտում էր, որ կոռուպցիան սկսում է վտանգավոր չափեր ընդունել արդեն ազգային անվտանգության տեսանկյունից։ Կարեն Կարապետյանի հանձնարարականներն ու ԱՄՆ դեսպանի հայտարարությունները, ամենայն հավանականությամբ, պատահականորեն են համընկել, սակայն դա, ըստ էության, արդեն էական չէ, քանի որ Միլսը ակնհայտորեն ակնարկում էր այն մասին, թե ինչպես է ԱՄՆ–ը ցանկանում տեսնել Հայաստանի հետագա զարգացումը, կամ զարգացման ուղղությունը, որն էլ արդեն հիմք կդառնա ԱՄՆ հետագա վերաբերմունքի համար։


Այստեղ արդեն առաջին պլան է գալիս հայաստանյան իշխանությունների պատասխան քայլը և պատրաստակամությունը առնվազն դեսպանի կողմից վեր հանված խնդիրների լուծման ուղղությամբ, որոնց թվում, օրինակ, նույն կոռուպցիայի վերացումը կամ նվազեցումը, բնականաբար, ոչ թե ամերիկայն շահերի ու շահագրգռությունների տիրույթում է, այլ ուղղակիորեն բխում է հայաստանյան հասարակության և ընդհանրապես Հայաստանի Հանրապետության շահերից։ Թե ինչպիսի զարգացման հեռանկարներ մենք կունենանք, թերևս կերևա խորհրդարանական ընտրություններից հետո։
