Լապշինի՝ Բելառուսի կողմից Ադրբեջանին արտահաձնելու թեման, բնականաբար, ամբողջությամբ տեղավորվում է միջպետական հարաբերությունների ոլորտում, ուստի միանգամայն պարզ է, որ այդ հարցով պետք է զբաղվեն համապատասխան պետական մարմինները, դիվանագիտական խողովակները և այլն: 

Երևի հիմարից էլ ավելի ցածր ինտելեկտուալ մակարդակ կամ ինտելեկտի կատարյալ բացակայություն պետք է ունենալ, որպեսզի Լապշինի գործը տանել կապել միջանձնային հարաբերություններին: Բացատրենք ոմանց «տրամաբանությունը». Լապշինին Ադրբեջանին արատահանձնել է Բալառուսը, Բելառուսի նախագահը Ալեքսանդր Լուկաշենկոն է, Ալեքսանդր Լուկաշենկոյի հետ ընկերական հարաբերություններ ունի Գագիկ Ծասռուկյանը: Վերջ, կեղծ, շինծու քաղաքական բանաձևը պատրաստ է և այն կարելի է օգտագործել Գագիկ Ծառուկյանի դեմ, որն այսօր բարձր վարկանիշ ունի և պատրաստվում է առաջդրվել առաջիկա ընտրություններին:

Կան անձինք, որոնք պատրատս են հենց նման դեպքերի ժամանակ խոսել կամ գրել, ու այժմ նրանք ակտիվորեն գործի են դրված: Նրանք մեղադրում են Ծառուկյանին, որ ընկերական հարաբերություններ ունի Ալեքսանդր Լուկաշենկոյի հետ և կարող էր դրանք օգտագործել Լապշինի գործում և այլն: Ինչպես ասում են, թեմա լինի, իսկ այն արհեստականորեն Ծառուկյանին կապողները միշտ էլ կգտնվեն, հատկապես երբ դա անում են այնպիսի անձինք, ովքեր արդեն բազմիցս ապացուցել են նման հարցերում իրենց պատրաստակամությունը: Այժմ նրանք գործարկվել են և ուրախությամբ աշխատում են, քանի որ հասկացել են, որ կրկին պիտանի են ինչ-որ բանի:

Իսկ այժմ վերադառնանք Լապշինի խնդրին: Մեկ անգամ ևս փաստենք, որ գործը գտնվում է միջպետական պաշտոնական հարաբերությունների տիրությում, որ կան դիվանագիտական և անգամ գործընկերային պետական հարաբերություններ Հայստանի Հանրապետության և Բելառուսի Հանրապետության միջև, այս երկրները ունեն մշտական դիվանագիտական ներկայացուցչություններ միմյանց տարածքներում, կա և աշխատում է ՀՀ դեսպանը Բելառուսում, կա և աշխատում է Բելառուսի դեսպանը ՀՀ-ում: Հետաքրքիր է, որևէ մեկը նման դեպքում ինչպես է պատկերացնում Գագիկ Ծառուկյանի միջամտությունը խնդրին:

Ընկերական հարաբերությունները ունեն իրենց տիրությը, իրենց դաշտը, իրենց տրամաբանությունը, իսկ քաղաքականությունը քաղաքականություն է իր, գուցեև ոչ այնքան հաճելի, կանոններով: Մի՞թե Գագիկ Ծառուկյանն է, որ պետոք է հանդես գա Լապշինի հարցը կարգավորելու հարցում, երբ տարեկան ահռելի գումարներ են ծախսվում Բելառուսի հետ միջպետական հարաբերություներ պահպանելու, մշտական գործուղումների, դիվանագիտական ներկայացուցչություն պահելու և ի վերջո արտաքին քաղաքականության հայրենի գերատեսչություն պահելու համար: Բնականաբար, ոչ: Գագիկ Ծառուկյանը գործարար է, Բելառուսում հարգված և ընդունված գործարար:

Ավելին, մարդ որքան դատարակագլուխ պետք է լինի, որ չհասկանա, որ Գագիկ Ծառուկյանին այս հարցին խառնելով իրականում նրանք վատ ծառայություն են մատուցում ԱԳՆ-ին, իսկ եթե հասկանում են ու անում են, ապա արդեն ԱԳՆ-ն պետք է զբաղվի այդ հարցով:
