«Բարգավաճ Հայաստան» կուսակցության համագումարում Գագիկ Ծառուկյանի ելույթը լայնորեն լուսաբանվեց հայաստանյան լրատվամիջոցներով։ Սակայն, մյուս կողմից, պետք է նշել, որ, գուցե, հայաստանյան լրատվական դաշտի ներկայիս թերությունների պատճառով արժանի ուշադրություն չդարձվեց ելույթի ծրագրային կետերին։ Իսկ այդ կետերն առավել քան հստակ էին և, որ ամենակարևորն է, այսպես ասած, օդի մեջ կատարված արհեստական հաշվարկներ չէին կամ ինչպես նշեց Ծառուկյանը` «անգիր արած» բառեր չէին։

Ըստ էության, Գագիկ Ծառուկյանը, անդրադառանլով երկրի տնտեսական հեռանկարներին, չափազանց պարզ ու մատչելի լեզվով նշեց այն առանցքային քայլերը, որոնք պետք է արվեն տնտեսական առկա իրավիճակից դուրս գալու համար։ Մասնավորապես, նրա անդրադարձը հանքարդյունաբերության զարգացման հեռանկարներին հենված էր պրագմատիկ հաշվարկների ու սկզբունքների վրա, որը ներկայացնում է այս ոլորտի իրատեսակ հեռանակարները։

Ծառուկյանն իր ելույթի հաջորդ կետով անդրադառնում էր երկրում ոսկու պաշարներին և կարճ ու մատչելի կերպով ցույց տալիս դրանց անհրաժեշտությունն ու կարևորությունը կայուն տնտեսական համակարգ ունենալու համար։ Ավելին, Ծառուկյանը նաև հստակ ուղիներ է նշում, թե ինչպես կարելի է այդ ոսկու պաշարները, այսպես ասած, չքնեցնել, շահույթ ստանալ վերջիններից և հենց դրանցով էլ որոշակի աշխատավարձերի ու թոշակների բարձրացում կատարել։ Իսկ այդ բարձրացումը, խոստովանենք, առավել քան հրատապ է ՝ նկատի ունենալով երկրի բնակչության մեծամասնության ներկայիս սոցիալական իրավիճակը, էներգակիրների շարունակական թանկացումն ու ընդհանուր գնաճը։

Թերևս Ծառուկյանի ծրագրային ելույթի առանցքային կետերից էր նրա անդրադարձը փոքր ու միջին բիզնեսին։ Այս ոլորտն, ըստ էության, նաև Հայաստանի տարբեր կառավարությունների օրակարգում է միշտ եղել, սակայն, ինչպես կարող ենք բոլորս տեսնել, իշխանություններն այդպես էլ չեն կարողացել լուծել փոքր ու միջին բիզնեսի կենսունակության խնդիրը այն պարզ պատճառով, որ վերջինիս ուղղված պետական աջակցությունը իրենից ներկայացնում է ընդամենը բարի ցանկությունների մի փաթեթ՝ առանց հստակ քայլերի նշումնների։

Իսկ այդ հստակ քայլերը այնքան էլ մեծաթիվ չեն, լուծումն էլ չափազանց պարզ է, ինչը ներկայացրեց Գագիկ Ծառուկյանը. այն է` պարզապես երեք տարով ազատել հարկերից նորաստեղծ փոքր ու միջին բիզնեսը։ Այս պարզ լուծումը այդպես էլ տարիներ շարունակ հայաստանյան իշխանությունները կա՛մ չեն կարողանում գտնել, կա՛մ չեն համարձակվում կիրառել, կա՛մ, ամենահավանականը, պարզապես ցանկություն չունեն։

Ընդ որում, պետք է շեշտել, որ Ծառուկյանի ելույթն,ընդահնուր առմամբ, հիմնված էր սթափ մոտեցումների ու գնահատականների վրա, որը կարիք չուներ ավելորդ ձևավորումների և գունավորումների, ակնհայտ էր, որ մենք գործ ունենք պրագմատիկ ու հաջողված գործարարի խոսքի ու գործի հետ, ում համար ամենակարևորը գործն է և ոչ թե տարատեսակ գեղեցիկ ու միևնույն ժամանակ գործնական բովանդակություն չունեցող հռաչակագրերն ու ձևակերպումները։
