Հայաստանի՝ Եվրասիական տնտեսական միության անդամակցության, փոխզիջումների և այլ հարցերի շուրջORER.am-ը զրուցեց ՀԱԿ խմբակցության պատգամավոր Լյուդմիլա Սարգսյանի հետ:
-Տիկի՛ն Սարգսյան, հոկտեմբերի 10-ին ՀՀ-ի` ԵՏՄ-ին անդամակցության պայմանագրի ստորագրումից առաջ Ղազախստանի նախագահ Ն. Նազարբաևը հայտարարել էր, թե հաջողվել է փոխզիջման հասնել նրբանկատություն պահանջող հարցերում: Ըստ ձեզ՝ ի՞նչ փոխզիջումների մասին է խոսքը:
-Իմ կարծիքով՝ դա վերաբերում էր Հայաստան-ԼՂՀ սահմանի ընդգծմանն ու Եվրասիական տնտեսական միության մաքսակետի տեղադրմանը: Հավանաբար հարցադրումն այդ հարցի շուրջ է տեղի ունեցել և երևի թե, ուզում եմ այդպես մտածել, հաջողվել է խուսափել մաքսակետի տեղադրումից կամ այդ մաքսակետը զուտ ձևական բնույթ է կրելու: Կարծում եմ, որ դրա շուրջ են կարողացել պայմանավորվել փոխզիջումային տարբերակով: Ի՞նչ փոխզիջում է եղել, որքա՞ն է Նազարբաևն իր տեսակետի մեջ նահանջ գրանցել՝ չեմ կարող ասել, քանի որ դա դեռ հստակ չէ:
-Նորմա՞լ եք համարում այն, որ երկիրը որևէ միության անդամ է դառնում, սակայն քաղաքացու, ընդդիմության համար դեռ հստակ չէ, թե ի՞նչ պայմաններով ու ի՞նչ զիջումների գնով:
-Մեր երկրում ոչ մի նորմալ բան չկա, առավել ևս, որ իշխող կուսակցությունն ու նրա վերնախավը երբևիցե ժողովրդին, քաղաքական ուժերին չեն ներկայացնում այն փաստաթուղթը, որի շուրջ կարելի է բանավեճ ծավալել: Հավանաբար կան խոցելի կետեր, որոնք չեն ուզում ժամանակից շուտ հրապարակային դարձնել, բայց ես կարծում եմ, որ նման կարևորագույն հարցերում միանշանակ պետք է ապահովել թափանցիկություն և լսել տարբեր կողմերի կարծիքներ: Կարծում եմ, որ ընդհանրապես Սերժ Սարգսյանին թվում է, թե ՝ էս սարն իմն է, էս ծառն իմն է, և ամեն որոշում կայացվելու է իր նեղ շրջապատի հետ փոխհամաձայնեցված կամ ավելի վատ՝ ինքը ներկայացնում է իր վերջնական կարծիքը, իսկ նեղ շրջապատը լռելայն համաձայնվում է:
-Կամ Հայաստանը լռելայն համաձայնում է Ռուսաստանի տեսակետի հետ:
-Այո՛, հաջորդն էլ դա է: Այստեղ ես Ռուսաստանին չեմ մեղադրում, մեղադրանքը ներկայացնում եմ Սերժ Սարգսյանին և արտաքին գերատեսչությանը, որը երկիրը հասցրեց այն վիճակին, որից հետո բանակցելու հնարավորություն համարյա չմնաց: Արվում է այն՝ինչ ԵՏՄ-ն ձգտում է ունենալ: Սա մեղադրանք չէ ԵՏՄ անդամ երկրներին, սա մեղադրանք է Սերժ Սարգսյանին և Էդվարդ Նալբանդյանին, ովքեր պարտավոր են Հայաստանը կանգնեցնել ավելի լավ ռելսերի վրա և բանակցել հօգուտ Հայաստանի:
-Փաստորեն ՀԱԿ առաջնորդ Լևոն Տեր-Պետրոսյանը որ ասում էր, թե Հայաստանի՝ Մաքսային միությանն անդամակցությունն անշրջելի է, նկատի չուներ բանակցությունների նման ուղղություն ընտրելու կամ նման ընթացքի մասին:
-Լևոն Տեր-Պետրոսյանը ընդամենը փաստն է արձանագրում: Իսկ իմ կարծիքով՝ Հայաստանը այլ տարբերակ չուներ, բայց այդ մասին պետք էր հասկանալ շատ ավելի շուտ և սիրախաղեր չպետք է արվեր Եվրամիության հետ, որովհետև չի կարող երկիրը լինել մեկ անվտանգության համակարգի մեջ և ձգտել մեկ այլ տնտեսական համակարգի: Բնականաբար պետք է լիներ դիմադրություն: Պետք էր ի սկզբանե գիծը չփոխել անվտանգության համակարգի երկրիների հետ: Հայաստանը սիրախաղերի արդյունքում կորցրեց գործընկեր երկրների վստահությունը ոչ միայն Եվրամիությունում, այլ նաև Եվրասիական միությունում և արդեն Սերժ Սարգսյանի քայլերը՝ պարտադրված քայլեր են:
