Հայաստանում ԵՄ դեսպան Պյոտր Սվիտալսկին  Գյումրիում հայտարարել է մեկ միլիոն եվրո բյուջեով Տարածքային զարգացման դրամաշնորհի մասին, որն ուղղված է մշակութային ու ստեղծարար ոլորտների զարգացմանը:

Պյոտր Սվիտալսկին փետրվարի 17-ին Գյումրիում  մեկօրյա աշխատանքային այցի ընթացքում հանդիպումներ  է ունեցել Շիրակի մարզպետ Հովսեփ Սիմոնյանի և Գյումրու քաղաքապետ Սամվել Բալասանյանի հետ` քննարկելու Շիրակի մարզի և, մասնավորապես, Գյումրու զարգացման առաջնահերթությունները` հատուկ թիրախավորելով մշակութային և ստեղծարար ոլորտները` որպես զարգացման ուղղություններ:
 
Մարզային և քաղաքային իշխանությունների ներկայացուցիչները   հյուրի հետ խոսել են մարզի և  Գյումրու զարգացման՝ ՀՀ վարչապետ Կարեն Կարապետյանի կողմից առաջ քաշված ներդրումային ծրագրի, դրա ընթացքի ու հետագա անելիքների մասին: Պյոտր Սվիտալսկին իր խոսքում նշել է, որ պատմամշակութային հարուստ ժառանգություն ունեցող Գյումրու հանդեպ հետաքրքրությունը մեծ է:
 
«Շիրակի մարզն այն մարզերից է, որտեղ մենք՝ որպես Եվրամիություն, պետք է ավելի շատ ներդնենք: Եթե ունենք հետաքրքիր մտքեր՝ թե ինչպես կապել մշակույթը և աշխատատեղեր ստեղծել, ապա համեցե՛ք»,- հայտարարելով դրամաշնորհի մասին՝ նշել է դեսպանը: 
 
Դրամաշնորհը կօգնի զարգացնել ծրագրերի և դրամական միջոցների կառավարման կարողությունները`անմիջականորեն նպաստելով Շիրակի մարզի զարգացմանը: Այն կնպաստի մրցակցության բարձրացմանը, աշխատատեղերի ստեղծմանն ու  արտագաղթի միտումների նվազեցմանը:
 
«Տարածքային զարգացման պիլոտային ծրագիրը Շիրակի մարզում հզոր գործիք է, որը միտված է խթանելու մշակույթը` որպես սոցիալական և տնտեսական զարգացման կատալիզատոր: Երբ ասում եմ մշակույթ, նկատի ունեմ այն, որ կստեղծվեն ավելի շատ աշխատատեղեր ստեղծարարության և նորարարության ոլորտներում:
 
Կարևորելով մշակ ույթը Հայաստանի տարածքային զարգացման ենթատեքստում՝ հետամուտ ենք կառուցելու մշակութային կամուրջներ՝ միավորելով մարդկային կապիտալը, նորարարությունը, ներառումն ու ենթակառուցվածքները», -հանդիպման ընթացքում նշեց ԵՄ դեսպանը:
 
Հայտամրցույթը հանդիսանում է երկրորդը՝ «Տարածքային զարգացման պիլոտային ծրագիր դրամաշնորհի (ՏԶՊԾԴ)» շրջանակներում: ՏԶՊԾԴ-ն Հայաստանում մինչ այժմ իրականացվող ամենամեծ տարածաշրջանային ծրագիրն է թե՛ տրամադրվող ֆինանսավորման ծավալների առումով, թե՛ աշխարհագրական ծածկույթի տեսանկյունից:
ՏԶՊԾԴ ծրագրի ընդհանուր նպատակն է աջակցել Հայաստանի Կառավարությանը Հայաստանի մարզերի միջև համաչափ սոցիալական և տնտեսական զարգացումն  ապահովելու գործում:
