ԱՄՆ-ն Լեռնային Ղարաբաղի հակամարտության կարգավորման համար պետք է փոխգործակցի Ռուսաստանի հետ: Ինչպես հաղորդում է Արմենպրեսը, ՏԱՍՍ-ի հետ զրույցում այդ մասին նշել է Միջազգային հարցերով նյու-յորքյան խորհրդի փորձագետ, պրոֆեսոր Քերի Կավանոն, ով նախկինում զբաղեցրել է Եվրասիայում հակամարտությունների կարգավորման գործերով ԱՄՆ հատուկ ներկայացուցչի պաշտոնÕ ¨:

Խորհրդին կից հակամարտությունների կանխման կենտրոնի հրապարակած հուշագրում նա զգուշացրել է, որ Հարավային Կովկասում նոր բռնության բռնկումը կարող է վտանգի տակ դնել Վաշինգտոնի հարաբերությունները Մոսկվայի, Անկարայի և Թեհրանի հետ:  

«ԱՄՆ նախագահ Դոնալդ Թրամփն արդեն հայտարարել է Ռուսաստանի հետ փոխգործակցելու մասին: Լեռնային Ղարաբաղի հակամարտության կարգավորմանն ուղղված համատեղ գործողությունները կարող են լինել մեկնարկային կետ ՝ այլ ոլորտներում երկու երկրների հետագա ջանքերի համար»,- ընդգծել է Կավանոն:   

Հուշագրով ԱՄՆ վարչակազմին առաջարկվում է ակտիվ համագործակցել Ռուսաստանի հետ ԵԱՀԿ Մինսկի խմբի շրջանակում: «Դա ամերիկա-ռուսական գործընկերության ամենանախընտրելի հարթակն է, որտեղ երկու կողմերը փոխգործակցում են հասնելու ընդհանուր, կասկածի տակ չդրվող նպատակների. նվազեցնել ռազմական հակամարտության վերսկսման հնարավորությունները և հասնել  խաղաղ  կարգավորման»,- գտնում է Կավանոն, ով 1999-2001 թվականներին զբաղեցրել է նաև ԵԱՀԿ Մինսկի խմբի համանախագահի պաշտոնը:

«Կարելի էր կարծել, որ մինսկյան գործընթացն արդյունքներ չի տվել: Սակայն, այն փաստը, որ վերջին ժամանակներս չի եղել լայնամասշտաբ հակամարտություն, ինքն իրենով խոսում է»,- նկատել է Կավանոն: 

Փորձագետը վստահ է՝ վստահության և տարածաշրջանում անվտանգության ամրապնդման գործում ավելի վաղ համաձայնեցված քայլերի  գործնականում կյանքի կոչման անհրաժեշտության հարցում, այդ թվում՝ ԵԱՀԿ դիտորդների թվի ավելացման և շփման գծում միջադեպերի հետաքննության անկախ մեխանիզմի ստեղծման, ինչը թույլ կտա կրճատել հրադադարի ռեժիմի խախտման դեպքերը: «Այդ հակամարտության կարգավորումը բխում է բոլորի շահերից»,- ավելացրել է Կավանոն:
