«Այստեղ կարևորն այն է, որ առաջին անգամ է նման հայտարարություն հնչում նման մակարդակով։ Նման հայտարարությունը նշանակում է, որ Հայաստանը կամ ավելի կոշտ դիրքորոշում է որոշել ստանձնել, կամ կանաչ լույս է ստացել Մոսկվայից։ Այս երկու տարբերակներից ցանկացածի դեպքում էլ նույն արդյունքի մասին ենք խոսելու՝ Հայաստանն այլևս որևէ զիջման չի գնալու, այլ ճանապարհ չկա։


Հայերը տեսան, որ ինչ-որ առումով Ռուսաստանը չի շարունակելու թուլացնել Հայաստանին, և հայերը, բարեբախտաբար, օգտագործում են այդ հանգամանքը։

Կայծ Մինասյանը նշել է, որ ռուսական կողմի վերջին բոլոր հայտարարություններից պարզ դարձավ, որ Հայաստանի տկարացումը չի ծառայում իրենց շահերին, փոքր-ինչ փոխվեց Ռուսաստանի վերաբերմունքը Հայաստանի հանդեպ՝ ոչ միայն «Իսկանդերը» փոխադրելով, զենք մատակարարելով Հայաստանին, այլև փոխվեց Ռուսաստանի վերաբերմունքն ավելի լայն իմաստով»:
