Եվրոպայի խորհրդարանի պատգամավորներն իրավունք ունեն այցելելու ցանկացած վայր՝ իրենց ընտրությամբ և առաջ տանելու իրենց անձնական համոզմունքները: Միևնույն ժամանակ, ԵԽ-ի պատգամավորները պետք է պատասխանատվությամբ ուշադրություն դարձնեն հրադադարի ակնհայտ փխրունությանը և աջակցեն Լեռնային Ղարաբաղի շուրջ քաղաքական միջնորդական գործընթացին և նման այցելությունների ժամանակ պարզ դարձնեն իրենց ոչ-պաշտոնա կան անհատական կարգավիճակը:

Այս մասին ասված է Եվրոպական խորհրդարանի ԵՄ-Հայաստան և ԵՄ-Ադրբեջան Խորհրդարանական համագործակցության հանձնաժողովի (ԽՀՀ) համանախագահ Սաջջադ Քարիմի հայտարարության մեջ:

Ադրբեջանի Գլխավոր դատախազի կողմից Եվրոպական խորհրդարանի պատգամավորներ Էլենի Թեոխարուսի, Ֆրանկ Էնգելի և Յարոմիր Շետինայի նկատմամբ հայտարարվել է միջազգային հետախուզում՝ նրանց կողմից Լեռնային Ղարաբաղ այցելության համար: Փետրվարի 20-ին, ԵԽ-ի վերոնշյալ պատգամավորներն իրականացրել են Լեռնային Ղարաբաղում անցկացված տեղական գործընթացի դիտորդական առաքելություն:

«Միջազգային հետախուզում հայտարարելը անողջունելի, անօգտակար և անցանկալի իրողություն է: Այն նաև չափազանցնում է ԵԽ-ի պատգամավորների անհատական այցելության կարևորությունը: Այն ինչ անհրաժեշտ է, Մինսկի խմբի գործընթացի վերաաշխուժացումն ու քաղաքական միջնորդական ջանքերն են՝ տարածաշրջանում ապրող ժողովուրդներին և շահագրգիռ պետություններին ներկայիս տևականորեն ձգձգվող հակամարտությունից տանելու դեպի խաղաղություն, տնտեսական առաջընթաց և կենսապայմանների բարելավում:

Սա պետք է լինի մեր քաղաքական գործունեության շարժիչը, ինչը մենք իրականացնում ենք հրապարակայնորեն և թափանցիկությամբ՝ Եվրոպական խորհրդարանի պաշտոնական տարբեր մարմինների միջոցով: Մենք կարևորում ենք նաև ԵԽ-ի երեք պատգամավորների կողմից իրենց այցելության վերաբերյալ տեղեկատվության հրապարակմանը, ինչպես այն պահանջվում է ԵԽ-ի բոլոր պատգամավորների պարագայում»,-ասված է Սաջջադ Քարիմի հայտարարության մեջ:

Փետրվարի 20-ին Արցախի հանրապետությունում անցկացվել է սահմանադրական հանրաքվե, որի ընթացքում դիտորդական առաքելություն էին իրականացնում 100-ից ավելի միջազգային դիտորդներ: Դիտորդական առաքելություն են իրականացրել նաև Եվրախորհրդարանի պատգամավորներ Էլենի Թեոխարուսը, Ֆրանկ Էնգելը և Յարոմիր Շտետինան:
