Մարտի 2-ին ավարտվում է Պետական գույքի կառավարման հայեցակարգի հանրային քննարկման ժամկետը

 Պետական գույքի կառավարման (ՊԳԿ) վարչության կողմից փետրվարի 15-ից շրջանառության է դրվել Հայաստանի Հանրապետության պետական գույքի կառավարման հայեցակարգը, որի մշակման համար հիմք է հանդիսացել վարչապետ Կարեն Կարապետյանի`  շուրջ մեկ ամիս առաջ տրված հանձնարարականը:

Փաստաթղթի հիմնական նպատակն է՝ ամրագրել ՀՀ կառավարության տեսլականը պետական գույքի կառավարման ոլորտի զարգացման համար, մասնավորապես` վարվող ընդհանուր քաղաքականության, պետական գույքի հաշվառման և գրանցամատյանի վարման արդիականացման, պետական մասնակցությամբ ընկերությունների և ՊՈԱԿ-ների գործունեության բարելավման, ֆինանսատնտեսական ցուցանիշների կայունացման ուղղություններով:

Հայեցակարգի ընդունումից հետո պետական գույքի կառավարման կատարելագործմանն ուղղված միջոցառումների ցանկ կհաստատվի, որտեղ կամրագրվեն շարունակական բարեփոխումներ ապահովող մի  շարք քայլեր: Դրանք կխթանեն պետական գույքի հաշվառման արդիական համակարգի ներդրումը, գնահատումն ու արժևորումը, ներդրումային գրավչության բարձրացումը:

Պետական գույքի կառավարման ոլորտում վարվող ընդհանուր քաղաքականության մեջ առաջարկվում է`

1) զարգացնել պետական գույքի օգտագործման և տիրապետման տնտեսական լծակները, դրանք օգտագործել առավելագույն հատույց ստանալու համար` չանտեսելով սոցիալական ուղղվածության խնդիրները,

2) բարելավել պետական գույքի ծրագրային կառավարման մոտեցումները՝ հստակ նախատեսելով պատասխանատու մարմինները, ֆինանսավորման աղբյուրները և ակնկալվող արդյունքները:

Կարևոր է նաև պետական սեփականություն հանդիսացող բոլոր ակտիվների գնահատումը և վարչարարության պարզեցումը՝ գործարքները առավել պարզ և թափանցիկ ընթացակարգերով իրականացնելու համար:

Նախագծով առաջարկվում է նաև ձևավորել և կիրառել պետական անշարժ գույքի օպտիմալացման մեխանիզմները, դրա արդյունքում հասնելով առանձնացված (նախկինում չօգտագործվող) տարածքների և գույքի տնտեսական շրջանառության ակտիվացմանը (այդ թվում՝ ֆինանսական վարձակալության ներդրման միջոցով), արդյունավետ օգտագործմանը և պահպանմանը:

Ելնելով ոլորտի կառավարման արդյունավետության խնդիրներից, կարևոր է նաև պետական գույքի մասնավորեցման, օտարման ոլորտում գնային ճկուն քաղաքականության իրականացումը՝ առաջնահերթությունը տալով ներդրումների ներգրավմանն ու սոցիալական խնդիրների լուծմանը:

Ինչպես տեղեկանում ենք ՊԳԿ վարչությունից, հայեցակարգը շահագրգիռ պետական մարմինների քննարկման փուլում է, ներկայացված է նաև հանրային քննարկման, տեղադրված է www.e-draft.am՝ իրավական ակտերի նախագծերի միասնական կայքում, որտեղ քննարկման վերջնաժամկետը 2017 թվականի մարտի 2-ն է: Առայսօր հանրային հարթակում նախագծի վերաբերյալ առաջարկություններ ու դիտողություններ չեն  ներկայացվել:

Քննարկումների համար սահմանված ժամկետից հետո նախագիծը կներկայացվի կառավարության քննարկմանը:
