Հոկտեմբերի 10-ին ՀՀ-ի` ԵՏՄ-ին անդամակցության պայմանագրի ստորագրումից առաջ Ղազախստանի նախագահ Ն.Նազարբաևի հայտարարության, փոխզիջումների և այլ հարցերի շուրջ ORER.am-ը զրուցեց ՀԱԿ վարչության անդամ Զոյա Թադևոսյանի հետ:
-Տիկին Թադևոսյան, հոկտեմբերի 10-ին ՀՀ-ի` ԵՏՄ-ին անդամակցության պայմանագրի ստորագրումից առաջ Ղազախստանի նախագահ Ն.Նազարբաևը հայտարարել էր, թե հաջողվել է փոխզիջման հասնել նրբանկատություն պահանջող հարցերում: Ըստ ձեզ՝ ի՞նչ փոխզիջումների մասին է խոսքը:
-Ես կարծում եմ, որ խոսքը վերաբերում է ՀՀ-ի՝ ՄԱԿ-ի կողմից ճանաչված սահմաններով ԵՏՄ անդամ դառնալուն, ՀՀ-ի և ԼՂՀ-ի սահմանին մաքսակետ դրվելու մասին: Դրա մասին կասկածներ վաղուց կային, ես իմ հարցազրույցներից մեկում նշել եմ, որ ԵՏՄ-ին անդամակցելու դեպքում մենք Ղարաբաղը կորցնելու ենք:
-Ձեր հարցազրույցներից մեկում դուք նշել եք հետևյալը՝ Մաքսային Միության գաղափարը առաջնահերթ քաղաքական որոշում էր: Ուկրաինան չի ցանկանում մտնել Մաքսային Միություն, Ուկրաինան կկորցնի իր տարածքների մի հատվածը: Հայաստանը չի ցանկանա միանալ Մաքսային Միությանը, կկորցնի Լեռնային Ղարաբաղը: Հիմա փաստորեն երկու դեպքում էլ Ղարաբաղի խնդիրը կա՞:
-Իհարկե, ու հենց դրա համար էլ ասումենք քաղաքական: Եթե Հայաստանը ԵՏՄ-ի անդամ չդառնար, ԵԱՀԿ Մինսկի խմբի համանախագահներին ճնշելով` Ռուսաստանն իր տեսակետն առաջ կտաներ, այն է՝ ԼՂՀ-ն պետք է Ադրբեջանի մաս կազմի: Չնայած այդ սկզբունքն արդեն ամրագրված է, և այդ սկզբունքն էլ վկայում է, որ Հայաստանը չի կարող ԼՂՀ-ն իր անբաժանելի մասը դիտարկել:
-Եթե Հայաստանը չցանկանար անդամակցել ԵՏՄ-ին, ԼՂՀ-ին սպառնացող վտանգ այնուամենայնիվ կա՞ր:
-Անկասկած: Ռուսատանն Ադրբեջանի վրա տնտեսապես խոշոր ազդեցություն չունի, կորցրեց Վրաստանը, իսկ ՀՀ-ում Ռուսաստանի ազդեցությունը շատ մեծ է: Ավելին՝ ՀՀ վերջին երկու նախագահները ստեղծեցին հնարավորություններ, որպեսզի Ռուսաստանը քաղաքական ուժեղ ճնշում ունենա Հայաստանում՝ լեգիտիմացնելով չընտրված նախագահներին:
-Ձեր տեսակետից ելնելով՝ և՛ ԵՏՄ անդամ դառնալու, և՛ ԵՏՄ-ի անդամ չդառնալու դեպքում ԼՂՀ-ին վտանգ սպառնում էր: Այդ դեպքում, ԼՂՀ-ի հարցով, ո՞րն է տարբերությունը:
-Կա տարբերություն: ԵՏՄ անդամ դառնալու դեպքում մենք Ղարաբաղը տալիս ենք առանց որևէ կրակոցի, չմիանալու դեպքում՝ կրակոցով, զոհերի գնով: ԵՏՄ-ի պայմանագիրը ստորագրելուց հետո ադրբեջանական մամուլը գրեց, որ Ալիևն առանց կրակոցի վերցրեց Ղարաբաղը: Երկկողմ համաձայնության, դավադրաբար, թե անգիտակցաբար, ամեն դեպքում դա տեղի ունեցավ: Ադրբեջանական դիվանագիտությունը հենց դա է, Ադրբեջանը ոչ մի ընտրություն չի անում՝ ո՛չ ԵՏՄ, ո՛չ ԵՄ: Դա թուրքային դիվանագիտության ոճն է:
-Ի՞նչ ձևաչափով են համագործակցելու Հայաստանն ու ԵՏՄ-ն:
-Հիմա ԵՏՄ ռեժիմը գործում է և այդ շրջանակներում մենք ուզենք, թե չուզենք միասնական տնտեսական տարածք ենք կազմում Ռուսաստանի հետ: Բայց, քանի որ մենք ընդհանուր սահման չունենք, իսկ սահմանակից լինելը պարտադիր է, մեր ապագա համագործակցության ձևաչափը չի երևում: ԼՂՀ-ն Հայաստանի մասը չէ, ՄԱԿ-ը ԼՂՀ-ն տարածքային ամբողջականության շրջանակներում համարել է Ադրբեջանի մաս: Իմ կարծիքով՝ այդ փաստաթղթի տակ ստորագրեց նաև գործող նախագահը: Իսկ դա նշանակում է, որ Ադրբեջանն ինչ որոշում կկայացնի՝ ԵՏՄ-ին միանալու կամ չմիանալու, Ղարաբաղը կլինի նրա հետ: Ամեն դեպքում մենք տուժող ենք, որովհետև ունենք թույլ իշխանություն՝ ցինիկ պահվածքով: Երբեմն հայտարարվում է, թե ոմանք պատրաստ են արյուն թափել Ղարաբաղի համար... 21-րդ դարում էլի՞ անընդհատ արյուն թափելով…:Եկող սերնդի համար ինչ-որ պայման չպե՞տք է ստեղծենք, որ հայրենիքում մնան:
