«Փաստ» օրաթերթը գրում է.

Նախընտրական քարոզարշավը Հայաստանում այլևս մեկնարկել է։ Նախընտրական քարոզարշավի մեկնարկի պահից կարելի է ասել ակնթարթորեն հայաստանյան քաղաքական կուսակցությունները նետվեցին լայնածավալ քարոզչության գրոհի։

Առաջիկայում հայաստանյան հասարակությանը սպասվում է զանազան հեքիաթային ու իրատեսական խոստումների աննկարագրելի մի հեղեղ, որի մեջ քաղաքացիները պետք է ընտրություն կատարեն, թե ում նախապատվություն կտան։ Սակայն ակնհայտ է, որ քաղաքացիների ընտրությունը հիմնված չի լինելու միայն հստակ քաղաքական նախասիրությունների և կողմնորոշումների վրա, քանի որ բնականաբար իշխանությունը օգտագործելու է բոլոր օրինական և մասնավորապես անօրինական ռեսուրսները՝ հաղթանակ ապահովելու համար։

Սա, ի դեպ, բոլոր ընտրությունների թերությունն է, սակայն մյուս կողմից իշխանության կուսակցության մրցակիցները պետք է դրսևորեն իրենց լավագույն հատկանիշները՝ այս նախընտրական թոհուբոհի մեջ՝ իրենց ընտրազանգվածը պահելու և վստահություն ստանալու համար։ Թե ինչքանով սա կհաջողվի ոչ իշխանական ուժերին ներկա պահին` դժվար է ասել, սակայն փաստ է, որ քաղաքական պայքարի մեջ են մտել բոլորովին տարբեր քաշային կատեգորիաների և հնարավորությունների ուժեր,որոնց մրցակցությունն էլ պետք է դառնա նոր կամ պառլամենտական քաղաքական մշակույթի ձևավորման սկիզբ, համենայնդեպս, ցանկալի կլինի նման զարգացումը, հակառակ դեպքում մենք կունենանք ներկա Ազգային ժողովից շատ չտարբերվող խորհրդարան, որը որևէ աղերս չունի պառլամենտարիզմի հետ։

Միաժամանակ արդեն մեկնարկած քարոզարշավից պարզ կդառնա, թե որ ուժերն են մաքսիմալ զբաղվելու պոպուլիզմով և որոնք իրատեսական ծրագրերի ներկայացմամբ։

Այս հարցում պետք է շեշտել, որ չնայած հակասական կարծիքներին Հայաստանի ընտրողը լավագույնս պատկերացնում է բոլոր քաղաքական ուժերի իրական մոտիվացիաները, ուստի այս տեսանկյունից բոլորովին էլ պետք չէ թերագնահատել ընտրողին։ Անշուշտ չի բացառվում նաև, որ ընտրությունների հաջորդ օրը մենք լսենք քննադատություններ հենց ընտրողներին ուղղված՝ բնականաբար տարբեր ընդդիմադիրների կողմից, սակայն բոլոր դեպքերում նկատի ունենալով ներկա հարաբերակցությունները, պետք է նշել, որ ապրիլի 3–ին արձանագրվելու է իրականությանը բավական մոտ քաղաքական պատկեր։ Սա բավական կարևոր հանգամանք է, քանի որ անգամ ժողովրդավարական նորմերից ավելի վեր է այն փաստը, որ հասարակության բոլոր շերտերն ունենան իրենց ներկայացվածությունը խորհրդարանում, ընդ որում, բոլոր շերտերը առանց բացառության՝ սկսած ընտրակաշառք բաժանողներից ու վերցնողներից, վերջացրած հասուն քաղաքական կողմնորոշում ունեցողներով։ Սա թերևս նույնպես ժողովրդավարության նախապայման է, քանի որ որքան էլ տհաճ լինի խոստովանելը մեր հասարակությունը կազմված է նաև նման տարրերից։ Այստեղ իհարկե, կարևոր է այն խնդիրը, թե արդյոք պետք է նկատի ունենալ բոլոր այդ տարրերին, թե այնուամենայնիվ պետք է բացառել բոլոր հնարավոր կերպերով այսօրինակ երևույթները հասարակությունից։
