 Մեծ Բրիտանիայի Լորդերի պալատը կառավարությանը պարտավորեցրել Է նախապես ստանալ խորհրդարանի հավանությունը, նախքան ԵՄ-ի հետ Եվրամիության կազմից երկրի դուրս գալու շուրջը համաձայնագիր կնքելը, տեղեկացնում Է «Արմենպրես»-ը: Համապատասխան ուղղման օգտին, որն ընդդիմադիր Լեյբորիստակա ն կուսակցությունն առաջարկել Է Brexit-ի ընթացակարգ սկսելու օրինագծում (բիլլում), քվեարկել Է Միացյալ Թագավորության խորհրդարանի չընտրվող վերին պալատի 366 անդամ: Դեմ Է հանդես եկել 268 պեր:  

Օրինագիծը վարչապետ Թերեզա Մեյին օժտում Է ԵՄ-ի մասին Լիսաբոնյան պայմանագրի 50-րդ հոդվածը կիրարկելու լիազորություններով, որը գործի Է դնում հանրակցության կազմից երկրի դուրս գալու ընթացակարգը:   

Ինչպես ասված Է ողղման տեքստում, «վարչապետը չի կարող ԵՄ-ի հետ համաձայնագիր կնքել այն պայմանների վերաբերյալ, որոնցով Միացյալ Թագավորությունը կհեռանա ԵՄ-ից, առանց խորհրդարանի երկու պալատների հավանության»: Ըստ որում Լորդերի պալատի անդամները վարչապետ Թերեզա Մեյին զրկել են առանց որեւԷ համաձայնության ԵՄ-ից դուրս գալու հնարավորությունից, եթե եվրոպացի բանակցողների կողմից առաջադրված պայմանները Լոնդոնի համար անընդունելի լինեն:Այդ ուղղումը դարձել Է երկրորդ փոփոխությունը, որը պերերը մտցրել են Թերեզա Մեյի կառավարության խիստ լակոնիկ բիլում: Ավելի վաղ վերին պալատի անդամները հավանություն են տվել այն ուղղմանը, որը երաշխավորում Է Մեծ Բրիտանիայում բնակվող ԵՄ-ի 3 միլիոն քաղաքացիների իրավունքները, հաղորդել Է ՏԱՍՍ-ը:
