Ադրբեջանը պետական օբյեկտների մասնավորեցման գործընթացում կորցրել է 6 մլրդ դոլար

Ադրբեջանը օբյեկտների մասնավորեցման գործընթացում, որը 2016-ին ավելի մեծ մասշտաբներ է ստացել, կորցրել է 6 մլրդ դոլար: Այս մասին, ինչպես հաղորդում է Արմենպրեսը, հայտնում է ադրբեջանական azadliq.info լրատվական գործակալությունը:

Ադրբեջանցի տնտեսագետ Օքթայ Հագավերդիևի փոխանցմամբ` Ադրբեջանի անշարժ գույքի պետական կոմիտեն 2016-ի սեպտեմբերից անցկացրել է պետական օբյեկտների մասնավորեցման 20 աճուրդ, որոնց ժամանակ մասնավորեցրել է մոտ 1700 օբյեկտ:

Ըստ պետական մարմինների հրապարակումների՝ ներդրումային մրցույթների շրջանակներում մինչ օրս մասնավորեցված 100 արդյունաբերական ձեռնարկությունների վաճառքից ստացված հասույթը կազմել է մոտ 1 մլրդ դոլար, մինչդեռ  Ադրբեջանի կառավարության փորձագետների կանխատեսումների համաձայն` այս արդյունաբերական ձեռնարկությունների սեփականաշնորհումից պետք է առաջանար 7 մլրդ դոլար հասույթ:

Փորձագետի խոսքով՝ այս ամենից պարզ է դառնում, որ մասնավորեցման գործընթացների ժամանակ տեղի են ունեցել կոռուպցիոն գործարքներ, որոնց արդյունքում այդ գումարները գնացել են անհատների գրպանը և միայն չնչին մասն է հասել պետական բյուջե:

Բոլոր աճուրդները տեղի են ունեցել բաց կարգով, այսինքն՝ դրանց  մասնակցել են  անհատներ, տեղական եւ արտասահմանյան ընկերություններ, ներդրողներ:

Նավթի եւ մանաթի էժանացման պատճառով խոր տնտեսական ճգնաժամում հայտնված Ադրբեջանը, որի գլխավոր խնդիրներից մեկը «Շահդենիզ-2» գազային հանքահորից գազը Թուրքիայի վրայով Եվրոպա արտահանելու «Հարավային միջանցք» գազային նախագծի իրականացումն է, պետք է մոտ 8 մլրդ դոլարի ներդրում կատարի նախագծում, սակայն չի կարողանում վարկեր ստանալ միջազգային ֆինանսական կազմակերպություններից:

Ադրբեջանում, սակայն կոռուպցիան այնքան խոր արմատներ ունի, որ չնայած մասնավորեցման նպատակին և պետության համար այդ գումարների անհրաժեշտությանը, դրանց մեծ մասը յուրացվել է:
