ՀՀ Նախագահ Սերժ Սարգսյանը չի կարծում, որ կառավարման համակարգի փոփոխությունը կազդի Հայաստանի արտաքին քաղաքականության վրա: Ինչպես հաղորդում է Արմենպրեսի թղթակիցը, նման հայտարարությամբ ՀՀ Նախագահը հանդես եկավ Մոսկվայի միջազգային հարաբերությունների պետական ինստիտուտում` պատասխանելով ուսանողներից մեկի հարցին:

«Անկախ կառավարման համակարգից` պետությունները վարում են իրենց արտաքին քաղաքականությունը: Կարծում եմ, որ կառավարումը կդառնա արդյունավետ: Կարծում եմ, որ քաղաքացիական հասարակությունն ավելի արագ կզարգանա, քաղաքական կուսակցությունները Սահմանադրությամբ կունենան անխոչընդոտ գործունեության երաշխիքներ»,- ընդգծեց Սերժ Սարգսյանը:

ՀՀ Նախագահը հիշեցրեց, որ նախկինում ևս Հայաստանում եղել է ոչ թե կառավարման նախագահական համակարգ, այլ՝ կիսանախագահական, ինչը խանգարում է արդյունավետ կառավարմանը և անվտանգության ապահովմանն այն դեպքում, երբ Նախագահն ու խորհրդարանական մեծամասնությունը պատկանում են տարբեր քաղաքական հոսանքների կամ կուսակցություններին:

«Այդ պատճառով էլ մենք կարծեցինք, և ժողովուրդն էլ մեզ աջակցեց, որ պատասխանատվությունը պետք է լինի այնտեղ, որտեղ իրավունքն է: Չի կարող մի պետական պաշտոնյա` լինի դա նախագահ, թե վարչապետ, պատասխան տալ այն հարցերի համար, որոնց լուծման հարցում ինքը ռեսուրսներ չունի: Այդ պատճառով էլ կարծում եմ, որ Հայաստանի ժողովրդի համար դա այսօր շատ ընդունելի կառավարման համակարգ է: Չնայած կարելի է բերել տարբեր օրինակներ` և՛ նախագահական կառավարման համակարգում են մեծ հաջողությունների հասնում, ինչպես դա եղել է ԱՄՆ-ում, և՛ խորհրդարանականում, ինչպես Գերմա նիայում և այլ եվրոպական երկրներում»,- ամփոփեց Հայաստանի Հանրապետության ղեկավարը:
