«Փաստ» օրաթերթը գրում է.

Հայաստանյան նախընտրական քարոզչության մշտական ուղեկիցներն են այս շրջանում գրանցվող տարատեսակ միջադեպերը, ծեծկռտուքները, հիստերիկ կանայք ու նմանատիպ երևույթները։ Որպես կանոն, այս միջադեպերը չեն անցնում մանր խուլիգանության սահմանները, սակայն միաժամանակ նման դիպվածները դառնում են լայն քաղաքական շահարկումների առարկա։ Միաժամանակ քաղաքական շահարկումներից զատ, այսօրինակ միջադեպերը կեղծ սենսացիաների լայն դաշտ են դառնում հայաստանյան մի շարք լրատվամիջոցների համար, որոնք կատարվածը ներկայացնում են որպես քաղաքական հալածանք, անպատժելիության մթնոլորտի արդյունք, քաղաքական սադրանք և այլն։

Անշուշտ այս միջադեպերում սադրանքի տարրերը մշտապես առկա են, այլ հարց է, թե ինչ չափով, սակայն խնդիրն այն է, որ նման սադրանքների արդյունքում հանրային ուշադրությունը բուն և լուրջ գործընթացներից անցում է կատարում մանր և ոչ էական պրոցեսների վրա, որոնք, բնականաբար, մանիպուլյատիվ բնույթ են ստանում։

Ինչպես նախկինում, այնպես էլ ներկայում դժվար է ասել, թե ինչ չափի ներգրավվածություն ունեն նման երևույթներում հայաստանյան իշխանությունները կամ իշխանամերձ շրջանակները, սակայն անկախ դրանից էլ պարզ է, որ նախընտրական քարոզարշավի ընթացքում խուլիգանության ցանկացած դրսևորում ստանում է համապատասխան երանգավորում և մեկնաբանություն։

Սա, թերևս, հայաստանյան քարոզչության ամենաբնութագրական կողմերից մեկն է, քանի որ, ըստ էության, նման զարգացումը ձեռնտու է դառնում և՛ իշխանությանը, որն իրեն սպասարկող լրատվամիջոցներով է զբաղվում հանրային ուշադրության շեղումով, և՛ ոչ իշխանական ուժերին, որոնք այս պարագայում արդեն խուսափում են բովանդակային քարոզարշավից, բովանդակային բանավեճերից և մեծ սիրով մտնում են հալածյալի կարգավիճակի մեջ՝ կարծես այդ կերպով որոշակիորեն ապահովագրելով նաև իրենց պարտությունը։

Այսպես, ըստ էության, արել են հայաստանյան գրեթե բոլոր ընդդիմությունները՝ խուսափելով սեփական ձախողումների պատասխանատվությունից, որը պարփակվել է ընդամենը «մեզ խանգարում էին, մեզ հալածում էին, մեր դեմ հանել էին խուլիգանների» և նմանատիպ ձևակերպումների մեջ։

Եթե մենք այսօրինակ ոչ իշխանական ուժերով ենք գնում դեպի պառլամենտական կառավարման համակարգ, ապա պետք է շեշտել, որ բովանդակային առումով մեծ սպասելիքներ հայաստանյան հասարակությունը պետք է չունենա ակնհայտ պատճառներով։ Թերևս հենց այս փաստը պետք է հասկանան և՛ հասարակությունը, և՛ ոչ իշխանական ուժերը (անշուշտ ասվածը չի վերաբերում բոլորին), նաև նույն այդ քաղաքական ուժերը պետք է հասկանան, որ գործելով իշխանության համար կանխատեսելիության սահմաններում, երբեք էլ չեն կարող արձանագրել լուրջ հաջողություններ, քանի որ մշտապես արժանանալու են հանրային հիասթափությանը։
