ՀՀ պետական գնումների էլեկտրոնային համակարգում կընդգրկվեն նաև Համաշխարհային բանկի ԾԻԳ-երի գնումները

ՀՀ կառավարության ծրագրով պետական գնումների բնագավառում իրականացվելիք 4 միջոցառումներից 3-ն արդեն իսկ կատարվել են, իսկ 1-ը կավարտվի հաջորդ շաբաթ: Արմենպրեսի հաղորդմամբ` այս մասին մարտի 17-ին լրագրողների հետ հանդիպման ժամանակ ասաց ՀՀ ֆինանսների նախարարի տեղակալ Կարեն Թամազյանը: Նրա ներկայացմամբ` միջոցառումներից մեկը, որն ավարտվել է փետրվարին, գնման գործընթացներ ի պարզեցումը, պատվիրատուների թվի կրճատումը և մասնակի կենտրոնացված համակարգի ներդրումն է:

 «Իրականացվեց պետական կառավարման մարմինների շրջանակում գործող ՊՈԱԿ-ների կողմից գնումների կենտրոնացում: Փաստացի, այս տարի ՀՀ աշխատանքի և սոցիալական հարցերի նախարարությունը կենտրոնացրեց իր ՊՈԱԿ-ների գնումները: Հիմա արդեն աշխատում ենք նաև առողջապահության նախարարության հետ, որպեսզի նրա ներքո գործող ՊՈԱԿ-ների գնումները նույնպես կենտրոնացվեն պետական գնումների էլեկտրոնային համակարգում»,- ասաց փոխնախարարը:

Մյուս միջոցառումը` հակամրցակցային երևույթների զսպման նպատակով գնման գործընթացում շահերի բախման բացակայության մասին անարժանահավատ հայտարարությունների և գնման գործընթացում փոխկապակցված անձանց միաժամանակյա մասնակցության համար պատասխանատվություն սահմանող օրենսդրական փոփոխությունների նախաձեռնությունն է:

Նշված 3-ից մեկը՝ օտարերկրյա և միջազգային կազմակերպությունների ֆինանսավորմամբ ծրագրերի համաձայն իրականացվող գնումների՝ թղթայինից էլեկտրոնային համակարգ տեղափոխելու պիլոտային ծրագիրը ավարտվել է նախորդ շաբաթ:

«Համաշխարհային բանկի հետ պայմանավորվածություն է ձեռք բերվել, որ տվյալ կազմակերպության կողմից ֆինանսավորվող ծրագրերի շրջանակում մրցույթներն իրականացվեն Հայաստանի Հանրապետության պետական գնումների էլեկտրոնային համակարգի միջոցով: Իրականում այն մեզ համար մեծ վստահության քվե է: Նման կազմակերպություն, ինչպիսին է Համաշխարհային բանկն է, վստահում է Հայաստանի պետական գնումների համակարգին»,-նշեց նա:

Փոխնախարարի տեղեկացմամբ` պիլոտային եղանակով էլեկտրոնային գնումների ARMEPS համակարգի միջոցով կազմակերպվել է գնանշման հարցման ընթացակարգ և բաց ազգային մրցույթի ընթացակարգ, որոնց արդյունքում համակարգում ծրագրային խնդիրներ չեն առաջացել: Արդյունքում, ապրիլի 1-ից բոլոր ԾԻԳ-երը կսկսեն Համաշխարհային Բանկի ծրագրերի շրջանակներում նման մրցույթներն իրականացնել ՀՀ պետական գնումների էլեկտրոնային ARMEPS համակարգի միջոցով:

«Նախատեսում ենք նաև բանակցություններ սկսել Ասիական զարգացման բանկի հետ, որպեսզի իրենց գնումները նույնպես սկսեն իրականացնել մեր պետական գնումների էլեկտրոնային համակարգի միջոցով: Հուսով ենք՝ կարճ ժամանակ անց կկարողանանք նաև ներկայացնել այդ բանակցությունների արդյունքները»,- հավելեց Թամազյանը:

Չորրորդ միջոցառումը, որը կավարտվի մյուս շաբաթվա վերջ, գնման պայմանագրերի կատարման արդյունքների ընդունման գործընթացի էլեկտրոնային եղանակով կազմակերպումն է:

Կառավարության ծրագրով այս բոլոր միջոցառումները նախատեսված է ավարտել ապրիլի 1-ին:

Փոխնախարարի տեղեկացմամբ` նախատեսում են նաև, որ ապրիլի 1-ից բոլոր պետական ՓԲԸ-ները նույնպես անցնեն պետական գնումների էլեկտրոնային տարբերակին: «Հիմա արդեն աշխատանքները տարվում են: Նախատեսում ենք, որ ապրիլի վերջից բոլոր պետական հիմնադրամները նույնպես կանցնեն դրան և հանրությանը տեսանելի ու հասանելի լինեն նրանց գնումների ընդունման արդյունքները»,- ասաց ՀՀ ֆինանսների նախարարի տեղակալը:
