Բյուջեն արդյունավետ տնօրինելու համար առողջապահության նախարարությունը քննարկում է նոր նախագծեր

Առողջապահության նախարարությունը մի շարք նախագծեր է քննարկում պետպատվերի համար հատկացվող սեղմ բյուջեն արդյունավետ օգտագործելու համար: «Արմենպրես»-ի հաղորդմամբ՝ այս մասին մարտի 23-ին լրագրողների հետ կայացած հանդիպմանն ասաց Պետական առողջապահական գործակալություն պետ, պետական պատվերի տրամադրման հանձնաժողովի քարտուղար Ծաղիկ Վարդանյանը:

«Պետական պատվեր իրականացնելու համար առողջապահության նախարարությանը հատկացվող բյուջեն նվազման միտում ունի Հայաստանում: 2017-ին հատկացվել է 67,2 մլրդ դրամ, որը 2016-ի ունեցածի համեմատ պակաս է 2,6 միլիարդով: Գումարն արդյունավետ ծախսելու և առողջապահական ցուցանիշները բարելավելու համար որոշեցինք թվայնացնել դաշտը»,- ասաց Ծաղիկ Վարդանյանն ու հավելեց, որ բյուջեի այդյունավետ տնօրինման ուղղությամբ ներկայումս քննարկվում են բազմաթիվ ծրագրեր: 

Նրա խոսքերով` չեղյալ է համարվել բուժօգնություն ստանալու նպատակով արտերկիր գնացողների համար տոմս գնելու ծրագիրը: Ծրագրի համար ծախսվում էր մոտ 12-13 մլն դրամ: Բայց  այն չէր նպաստում առողջապահական ցուցանիշների բարելավմանը:

«Ողջունելի, բայց միևնույն ժամանակ խնդրահարույց է նաև մոտեցումը, որ առաջնային  օղակում ընդգրկված բոլոր բժիշկները կարող են առանց  խոչընդոտի հիվանդին հատուկ և դժվարամատչելի հետազոտությունների ուղեգրել: Քննարկվում է, որ լինի  աստիճանականություն, հիվանդներին ուղեգրեն նեղ մասնագետները: Պետական պատվեր իրականացնող բոլոր բուժհաստատություններից պահանջել ենք պրակտիկայից եկող առաջարկներ: Մոտ 99 տոկոսը ցանկացավ համավճարի իրավունք: Արդյունքում`քննարկվում է համավճարն ամբողջովին անվճար դարձնել խոցելի խմբերի համար»,- ասաց Ծաղիկ Վա րդանյանը:

Նրա խոսքով`քննարկվում է նաև 3-րդ կարգի հաշմանդամություն ունեցողների հարցը: Աշխատանքի և սոցիալական հարցերի նախարարության հետ համատեղ ներկայումս կա մի նախագիծ, որով  3-րդ կարգի հաշմանդամների համար ոչ թե կսահմանվի հաշմանդամություն և  տրվի հաշմանդամության թոշակ, այլ կլինեն անհատական վերականգնողական ծրագրեր: Ծրագրերը պետք է լինեն այն հիվանդությունների համար, որոնք հանգեցրել են  հաշմանդամության: «Անձը կունենա որոշակի արտոնություններ, ֆինանսական փոխհատուցում միայն այդ հիվանդությունների համար»,- ասաց Ծաղիկ Վարդայանն ու նշեց , որ դրա շնորհիվ կխնայվի գումար, որը կդրվի առողջապահական ծրագրերի իրականացման մեջ:
