ՄԱԿ-ի գլխավոր քարտուղարը հիշեցրել է այն մասին, որ Հաշմանդամների իրավունքների մասին կոնվենցիան նախատեսում է հավասար իրավունքներ հասարակության բոլոր անդամների համար։ Գուտերեշի խոսքով աուտիզմով տառապող մարդիկ պետք է հնարավորություն ունենան կայացնել որոշումներ իրենց ճակատագրի վերաբերյալ, այդ թվում որոշել, թե ում հետ ու որտեղ ապրեն, ամուսնանան, թե ոչ, ինչ մասնագիտություն յուրացնեն ու ինչպես տնօրինեն իրենց անձնական ֆինանսական միջոցները։ Նրանց ընդամենը անհրաժեշտ է տրամադրել համապատասխան օգնություն այդ իրավունքների իրականացման համար։

«Աուտիզմի խնդրի մասին իրազեկման այս համաշխարհային օրը մենք բոլորս պետք է մեր դերակատարումն ունենաք աուտիստների նկատմամբ վերաբերունքը փոխելու ու նրանց իրավունքները ճանաչելու գործում՝ որպես քաղաքացիներ, որոնք մյուս մարդկանց նման իրավունք ունեն պաշտպանել այդ իրավունքները ու կայացնել կենսական կարեւորության որոշումներ՝ իրենց սեփական կամքով ու իրենց շահերին համապատասխան»,- հայտնել է Անտոնիու Գուտերեշը։

Նույնն է ասվում նաեւ հաշմանդամների մասին ՄԱԿ-ի հռչակագրում։ Բացի դրանից Հռչակագրի 12-րդ հոդվածից հետեւում է, որ «հաշմանդամներն ունեն մյուսների հետ հավասար իրավունքներ կյանքի բոլոր ասպեկտներում»

Ինչպես ասվում է Գուտերեշի ուղերձում՝ ստանալով ինքնավարություն՝ աուտիզմով մարդիկ կկարողանան ավելի զգալի ավանդ ներդնել ընդհանուր ապագայի կառուցման գործում։

Աուտիզմի խնդրի մասին իրազեկման համաշխարհային օրը հիմնվել է ՄԱԿ ԳՎ կողմից 2007-ի դեկտեմբերի 18-ին։

Ամբողջ աշխարհում տարեցտարի ավելի շատ երեխաներ են ծնվում աուտիզմով, ու հետեւաբար այս օրվա գլխավոր նպատակն է շեշտել աուտիզմով տառապող մարդկանց օգնելու, նաեւ նրանց կյանքի մակարդակն ու որակը բարձրացնելու անհրաժեշտությունը։

Աուտիզմը նյարդային համակարգի զարգացման խանգարում է, որը որպես կանոն դրսեւորվում է կյանքի առաջին երեք տարիներին։ Այդ հիվանդությունը ախտորոշվում է երեք ախտանշանների առկայությամբ՝ սոցիալական փոխգործակցության պակաս, սահմանափակ հետաքրքրություններ ու վարքագծային կրկնող մոդելներ։ Աուտիզմի զարգացման պատճառները դեռ գիտությանը հայտնի չեն, ամբողջ աշխարհի գիտնականները փորձում են հասկանալ, թե ինչն է հանգեցնում այդ հիվանդության առաջացմանն ու արդյոք հնարավոր է կանխել այն։
