Հայաստանի կառավարությունն իր լիազորությունների շրջանակում պատրաստ է օգնություն ցուցաբերել գործարար և բարերար Լևոն Հայրապետյանին: Այդ մասին ասել է ՀՀ վարչապետ Հովիկ Աբրահամյանը՝ նշելով, որ կառավարությունը բարձր է գնահատում բարերարի ջանքերը Արցախի զարգացման գործում: «Մենք գնահատում ենք Լևոն Հայրապետյանի բարեգործությունը և այն, որ նա մշտապես օգնել է Արցախին: Թեև մեր լիազորությունների շրջանակն այս պարագայում մեծ չէ, սակայն մենք փորձում ենք օգնել նրան: Դա մեր պարտականությունն է»,- հայտնել է նա:
Ես չգիտեմ, թե ինչը դրդեց Աբրահամյանին՝ հանդես գալու արցախցի բարերարին սատարման հայտարարությամբ, երբ նախկինում նա խուսափել էր ուղղակիորեն պատասխանել այդ հարցին, սակայն այս հայտարարությունը տարօրինակ նրբերանգներ է պարունակում: Վարչապետի շուրթերից, ոչ ավել, ոչ պակաս, հնչում է. «Թեև մեր լիազորությունների շրջանակն այս պարագայում մեծ չէ, սակայն մենք փորձում ենք օգնել նրան: Դա մեր պարտականությունն է»:
Նախ, վարչապետը լեզվի սայթաքում է թույլ տվել: Ի՞նչ լիազորությունների մասին է խոսքը: Միգուցե իր անձնական ազդեցությունը կարող է դեր խաղալ և իր մոսկովյան կապերը կարող է օգտագործել ի օգուտ Հայրապետյանի, բայց դա ամենևին լիազորությունների որոշակի շրջանակների մեջ չի մտնում: Հայաստանի վարչապետը ուղղակի հայտարարում է, որ քիչ թե շատ լիազորություն ունի խառնվելու Ռուսաստանի ներքին գործերին: Այդ երբվանի՞ց ՀՀ վարչապետները այդքան քաշ ու կշիռ ձեռք բերեցին՝ մնում է ենթադրել...
Երկրորդ. ինչ է նշանակում՝ դա մեր պարտականությունն է: Դա միգուցե ՀՀ իշխանությունների բարոյական պարտքն է, սակայն հայտնի գործարարին օգնելու պատրաստակամությունը ներկայացնել որպես պարտավորություն՝ ուղղակի պատասխանատվության ծանր բեռ է և պայթյունավտանգ հայտարարություն: Միգուցե Հայրապետյանին օգնելու ցանկությունը Աբրահամյանին մղում է արկածախնդիր քայլերի, սակայն պետության դիրքն ու հարաբերությունները չի կարելի խառնել անձնական հնարավորությունների ու ցանկությունների հետ, և էմոցիոնալ հայտարարություններ անել՝ ներքին լսարանի սպառման համար, ուղղակի անթույլատրելի է:
Հայրապետյանը, որքան էլ անուրանալի ծառայություններ է մատուցել հայ ժողովրդին, Ռուսաստանի քաղաքացի է, իր փողերը աշխատել և աշխատում է այնտեղ, խախտում և չի խախտում այդ երկրի օրենքները: Հայաստանում պետության ղեկավարներին մղել հայտարարությունների, որոնք կարող են ուղղակիորեն վտանգել պետությունների երկկողմ հարաբերությունները, անթույլատրելի է: Այն դեպքում, երբ մեր կենսական խնդիրների համար բոլորի դեմքերը ուղղված են Մոսկվային, պատկերացնու՞մ եք, Հայաստանի վարչապետը գրեթե ուղղակիորեն հայտարարում է, որ պատրաստ է խառնվել Ռուսաստանի ներքին գործերին...
Փաստորեն կամ Հովիկ Աբրահամյանը Կրեմլի դռները ոտքով է բացում, կամ էլ, ոգեշնչված մեր փառապանծ բանակի հաջողություններով, իրեն իրավունք է վերապահում խառնվել Ռուսաստանի ներքին գործերին...
Հավատացեք. եթե նա Ռուսաստանի ներքին գործերի փոխարեն զբաղվեր Հայաստանի ներքին գործերով, միգուցե մեր պետությունն էլ դուրս գար աղետալի վիճակից...
