Կառավարությունը հավանություն տվեց Բնակլիմայական աղետներից գյուղատնտեսության վնասների կանխարգելման հայեցակարգին, որի հիմնական նպատակը բնակլիմայական աղետներից գյուղատնտեսության դիմացկունության մակարդակի բարձրացման, ոլորտի ռիսկերի մեղմման ու հասցվող վնասների կանխարգելման բնագավառում քաղաքականության հիմնական ուղղությունների կանխորոշումն է:

ՀՀ գյուղատնտեսության նախարար Իգնատի Առաքելյանը նշեց, որ ՀՀ-ում բնական տարբեր աղետներից` գարնանային ցրտահարություններից, կարկտահարությունից տարեկան վնասվում են 30-35 հազար հեկտար գյուղատնտեսական մշակաբույսերի և բազմամյա տնկարկների տարածքներ, որը խիստ բացասաբար է անդրադառնում գյուղատնտեսությամբ զբաղվող տնտեսավարողների հետագա արտադրական գործունեության ու սոցիալական վիճակի վրա: Բնակլիմայական աղետների վնասների կանխարգելման ներկա վիճակի վերլուծությունը վկայում է, որ այս բնագավառում հրատապ անհրաժեշտություն է պետական քաղաքականության հստակեցումը և վերջինիս հիման վրա համապատասխան միջոցառումների իրականացումը:

Փաստաթղթով ներկայացվում են բնակլիմայական աղետներից վնասների կանխարգելման հիմնական ուղղությունները, դրանց իրականացման մոտեցումները, հայեցակարգի իրականացման ռիսկերը և դրանց մեղմման հնարավորությունները, ակնկալվող արդյունքները: 

Վարչապետ Կարեն Կարապետյանը կարևորեց հայեցակարգով նախատեսվող քայլերը և նշեց. «Շատ լավ բան եք նախատեսել: Այս միջոցառումների մեջ ներառված է ապահովագրումը, ոռոգման համակարգի բարելավումը, կարկտապաշտպան միջոցների՝ ցանցերի հարցը, հողատեսքերի հակահեղեղային պաշտպանությունը, սերմնաբուծությունը: Վստահ եմ՝ խելացի համակարգ է, և ոլորտում շատ բարելավելու բան ունենք: Ձեզնից ակնկալում ենք որակապես փոխել այդ համակարգը: Նրա մուլտիէֆեկտը լինելու է անկանխատեսելի»:
