Առաջին տեսակոնֆերանսը՝ Փորձաքննությունների ազգային բյուրոյի և ճապոնական ընկերության միջև

Փորձաքննությունների ազգային բյուրոյում տեղի է ունեցել առաջին առցանց տեսակոնֆերանսը «Environmental Control Center Co» ճապոնական առաջատար բազային ընկերության հետ, որը մասնագիտացված է հողի, ջրի, օդային ավազանի և այլնի մշտադիտարկումներ և հետազոտություններ իրականացնելու մեջ։

Նշենք նաև, որ այս կոնֆերանսը 2015 թվականի նոյեմբեր ամսին Փորձաքննությունների ազգային բյուրոյում կայացած կլոր սեղանի տրամաբանական շարունակությունն էր, որը նվիրված էր շրջակա միջավայրի վրա անտրոպոգեն և այլ ազդեցությունների ուսումնասիրություններին, մշտադիտարկումներին, հետազոտությունների տեխնոլոգիական ապահովման հետ կապված փորձի փոխանակման հիմնախնդիրներին։

Տեսակոնֆերանսին Ճապոնիայի կողմից մասնակցում էին «Environmental Control Center Co» ընկերության ներկայացուցիչները՝ Շոիչի Նիհելի և տեխնիկական հարցերով գործադիր տնօրենի տեղակալ Մասաշի Սուգիի գլխավորությամբ։ Հայաստանի կողմից մասնակցում էին Փորձաքննությունների ազգային բյուրոյի էկոլոգիական փորձաքննությունների բաժնի առաջատար փորձագետները՝ կազմակերպության տնօրենի գիտության գծով տեղակալ Պ.Ոսկանյանի գլխավորությամբ, ինչպես նաև ՀՀ ԳԱԱ «Էկոլոգանոոսֆերային հետազոտությունների կենտրոն» ՊՈԱԿ-ի տնօրեն Արմեն Սաղաթելյանը, «Հանուն կայուն մարդկային զարգացման» ասոցիացիայի նախագահ Կարինե Դանիելյանը, ՀՀ ԱԻՆ Հիդրոօդերեվութաբանության եվ էկոլոգիայի գիտակիրառական կենտրոնի պետ Զարուհի Պետրոսյանը ՀՀ բնախարարության ԹՄԱԿ գործակալության մթնոլորտ արտանետումների և օզոնային շերտը քայքայող նյութերի առաքման թույլտվությունների բաժնի պետ Հասմիկ Սարոյանը և այլ ներկայացուցիչներ։ Առցանց տեսակոնֆերանսը նվիրված էր բնապահպանական բնագավառի արդի հիմնախնդիրներին: Մասնավորապես ուշադրության կենտրոնում է եղել սնդիկի մասին Մինամատայի կոնվենցիան, որը վերաբերում է սնդիկի և նրա միացությունների անտրոպոգեն արտանետումներից շրջակա միջավայրի պաշտպանությանը, ինչպես նաև սնդիկի նյութական հոսքերի մշտադիտարկմանը:Հայ մասնագետները ծանոթացել են Ճապոնիայում կիրառվող մեթոդների և տեխնոլոգիաներին, որոնք օգտագործվում են սնդիկ պարունակող նմուշներում սնդիկի պարունակության որոշման, ինչպես նաև հանքարդյունահանության և ցեմենտի արտադրության ոլորտներում ուսումնասիրություն կատարելու համար: Հայ մասնագետները ծանոթացան նաև «Ֆուկուսիմա Դաինչի» ատոմային էլետրակայանի վթարից հետո Ճապոնիայի բոլոր պրեֆեկտուրաներում ռադիոակտիվ նյութերի առկայության ուսումնասիրության մեթոդներին: Մասնավորապես՝ հողերի աղտոտվածության աստիճանի և ռադիոակտիվ ցեզիում-137-ով ինտենսիվության, ռադիոակտիվ մասնիկների մթնոլորտ անցման հաշվարկի համակարգչային մոդելներին, անալիտիկ սարքավորումներին, որոնք օգտագործվում են հողի աղտոտվածության որոշման համար։

Տեսակոնֆերանսի ընթացքում ճապոնիայի ներկայացուցիչների կողմից ներկայացվեցին նշված թեմայով երեսուն րոպե տևողությամբ շնորհանդեսներ։ Այնուհետև գործնական շփման ընթացքում տեղի ունեցավ նաև կարծիքների փոխանակում ներկայացված հիմնախնդիրների վերաբերյալ՝ նպատակ ունենալով մշակել մի ընդհանուր ամփոփ մոտեցում։

Տեսակոնֆերանսի ավարտին երկու կողմերի մոդերատորները ամփոփեցին քննարկման արդյունքները։ Ձեռք բերվեց համաձայնություն, որ տվյալ տեսակոնֆերանսի արդյունքում մեկ ամսվա ժամկետում կմշակվի և կձևավորվի երկու կողմերի համար փոխադարձ հետաքրքրություն ներկայացնող թեմաների վերաբերյալ նախագիծ, որի քննարկումը կրկին կկազմակերպվի առցանց կոնֆերանսի միջոցով:

Իրատեսորեն մշակված ծրագրի քննարկումները նպատակաուղղված են Ճապոնական առաջավոր փորձի ներդրմանը Հայաստանի էկոհամակարգի պահպանության գործընթացում, որը հայ մասնագետներին հնարավորություն կտա առավել արդյունավետ դարձնել թե՛ ուսումնասիրությունները, և թե՛ մշտադիտարկումները։
