Գլխավոր դատախազն ու ԵՄ դեսպանը քննարկել են ընտրական գործընթացին առնչվող հարցեր

ՀՀ գլխավոր դատախազ Արթուր Դավթյանն ընդունել է ՀՀ-ում ԵՄ պատվիրակության ղեկավար, դեսպան Պյոտր Սվիտալսկիին:

Ինչպես տեղեկացրին ՀՀ գլխավոր դատախազության լրատվական ծառայությունից, ողջունելով հյուրին՝ ՀՀ գլխավոր դատախազը մեկ անգամ ևս ընդգծել է  Եվրոպական Միության հետ համագործակցության բարձր մակարդակն ու կարևորել համապետական ընտրություններին ԵՄ աջակցությունը:

Հանդիպմանը կողմերը քննարկել են ապրիլի  2-ին տեղի ունեցած ՀՀ ԱԺ ընտրությունների նախապատրաստման և անցկացման ընթացքում արձանագրված ընտրախախտումների քննությանն առնչվող հարցեր:

ՀՀ գլխավոր դատախազ Արթուր Դավթյանը  ընդգծել է ընտրական տեղամասերում  ներդրված տեխնիկական սարքավորումների նշանակությունը հատկապես ընտրախախտումների կանխարգելման ու այդ դեպքերով քննության օբյեկտիվության ու բազմակողմանիության ապահովման առումով:

ԵՄ պատվիրակության ղեկավար Պյոտր Սվիտալսկին բարձր է գնահատել քվեարկությանը նախորդող օրերին, ինչպես նաև քվեարկության օրը  դատախազության կողմից ընտրախախտումների վերաբերյալ հրապարակումներին արագ արձագանքը, ընտրախախտումների ստուգման աշխատանքների համակարգումը:

ՀՀ-ում ԵՄ պատվիրակության ղեկավարը  ներկայացրել է ընտրությունների նախապատրաստման ընթացքում, ինչպես նաև քվեարկության օրը ընտրախախտումների վերաբերյալ իր դիտարկումները:

Դեսպանի խնդրանքով ՀՀ գլխավոր դատախազը ներկայացրել է քվեարկության օրը  և դրան հաջորդող օրերի ընթացքում ուսումնասիրված, առերևույթ ընտրական իրավախախտումների վերաբերյալ հրապարակումների, ինչպես նաև ՀՀ գլխավոր դատախազության թեժ գծով ստացված ահազանգերի վերաբերյալ ուսումնասիրությունների արդյունքները: Գլխավոր դատախազը տեղեկացրել է, որ  դատախազությունում ուսումնասիրվել է շուրջ  2500 հրապարակում, 60 ահազանգ, որոնք ստացվել են դատախազության թեժ գծով, ինչպես նաև ոստիկանության ստորաբաժանումներում ստացված 309 ահազանգեր:

Նշվել է, որ ինչպես ընտրությունների նախապատրաստման, այնպես էլ` քվեարկության օրվա ընթացքում հրապարակված ընտրական իրավախախտումների վերաբերյալ հաղորդումների  ուսումնասիրությունը վկայում է, որ դրանց ճնշող մեծամասնությունը կրել են ընդհանուր, վերացական բնույթ կամ  վերաբերել են նախընտրական քարոզչության սահմանված կարգի խախտումներին, քվեարկության կազմակերպմանը վերաբերող տեխնիկական բնույթի  խնդիրներին՝  քվեարկության սենյակների կահավորմանը,  տեխնիկական սարքավորումների գործարկմանը, տեղամասերում հերթերի, կուտակումների առաջացմանը, տեսանկարահանող սարքերի խափանմանը, տեղամասային հանձնաժողովների աշխատակարգային խախտումներին կամ անորոշ ձևակերպումներ են պարունակել: 820 դեպքով վարույթ է իրականացվել, որոնցից 720-ում հանցագործության հատկանիշները հերքվել են կամ քրեական գործ հարուցելու հիմքեր ձեռք չեն բերվել: Հարուցվել են 18 քրեական գործեր, որոնցից 7-ն ուղարկվել է դատարան:

Դեսպան Սվիտալսկին շնորհակալություն է հայտնել ՀՀ գլխավոր դատախազին հանգամանալից տեղեկատվության տրամադրման համար:

Հանդիպմանը պայմանավորվածություն է ձեռք բերվել շարունակել արդեն իսկ ձևավորված համագործակցությունը:
