Երևույթների, իրողությունների և անցուդարձերի շուրջ հասարակական կարծիքի գլխավոր ձևավորողները լրատվամիջոցներն են: Այս հարցում դժվար թե որևէ մեկը վիճի: Սակայն, հաճախ չորրորդ իշխանության շատ ներկայացուցիչներ, կամա թե ակամա, չարաշահում են իրենց այդ իրավունքը՝ տուրք տալով անորակ, դեղին մամուլին հատուկ լրատվությանը՝ արդյունքում գցելով հասարակության կողմից լրատվության ընկալման ճաշակը:

Այս տրամաբանությամբ մենք հաճախ ենք հանդիպում լուրերի, որոնք ոչ միայն որևէ բովանդակություն չունեն, այլև ընդհանրապես մեր շուրջ տեղի ունեցող երևույթների վերաբերյալ ստեղծում են ձևախեղված ընկալում: Արդյունքը լինում է այն, որ հանրային գիտակցության կողմից որպես սենսացիա և ցնցող լուր է ընկալվում որևէ բան, որ առավել քան բնական և սովորական է:
