Գյումրիում 102-րդ ռուսական ռազմաբազայի զինծառայող Դմիտրի Յալպաևի սպանության   քրեական գործով ձերբակալվածը ցուցմունք է տվել: Գործը փոխանցվել է ՀՀ քննչական կոմիտեի կենտրոնական ստորաբաժանման վարույթ և Շիրակ մարզի դատախազությունը տվյալ գործի նկատմամբ դատավարական հսկողություն չի իրականացնում:
 
Սակայն ինչպես տեղեկացրեց Շիրակի մարզի դատախազ Կարեն Գաբրիելյանը, սպանության դրդապատճառի և բոլոր հանգամանքների կապակցությամբ կատարվել է մանրակրկիտ քնն ություն: «Թեև տվյալ անձի վերաբերյալ տեղեկություններ չեմ կարող հայտնել, բայց ասեմ, որ ձերբակալվածը ցուցմունք է տվել»,-նշեց Կարեն Գաբրիելյանը:
 
2017 թվականի ապրիլի 22-ին ահազանգ է ստացվել, որ Գյումրի քաղաքի Դուդկոյի 4 հասցեում գործող «Արգո» խանութի մոտ հայտնաբերվել է երիտասարդ տղամարդու դի։ Անմիջապես դեպքի վայր է մեկնել քննչական-օպերատիվ խումբը։ Դեպքի վայրում հայտնաբերվել է Գյումրիում տեղակայված 102-րդ ռուսական ռազմաբազայի պայմանագրային  զինծառայող 21-ամյա Դմիտրի Յալպաևի դին՝ կտրած-ծակած մարմնական վնասվածքներով։ Ձեռնարկված միջոցառումների արդյունքում պարզվել է առերևույթ հանցագործություն կատարած անձի ինքնությունը, նա հայտնաբերվել է և ձերբակալվել։ Ներկայումս նրա մաս նակցությամբ կատարվում են անհրաժեշտ քննչական գործողություններ։
 
Դեպքի առթիվ հարուցվել է քրեական գործ՝ ՀՀ քրեական օրենսգրքի 104-րդ հոդվածի հատկանիշներով։ ՀՀ ՔԿ նախագահի հանձնարարությամբ՝ քրեական գործով նախաքննությունն իրականացվում է ՀՀ ՔԿ ՀԿԳ քննության գլխավոր վարչության վարույթում։
 
Նախնական քննությամբ պարզվել է, որ կասկածյալը ունի հոգեկան առողջության հետ կապված որոշ խնդիրներ։ Մասնավորապես՝ զինվորական ծառայության ընթացքում՝ 2016 թվականի նոյեմբերին, մի քանի անգամ կատարել է ինքնախեղում, և  նեղ մասնագիտական հետազոտման նպատակով տեղափոխվել է ՀՀ ՊՆ Երևանի կայազորային հոսպիտալի հոգեբուժական բաժանմունք: Նրա նկատմամբ նշանակվել է ռազմաբժշկական և դատահոգեբուժական ամբուլատոր համալիր փորձաքննություն։
 
2017թ. մարտի 9-ին ՀՀ ՔԿ ԶՔԳՎ 9-րդ կայազորային քննչական բաժնում ստացվել է թիվ 12 եզրակացությունը, համաձայն որի՝ նրա մոտ փորձաքննության ժամանակ հայտնաբերվել են հոգեկան որոշ խանգարումներ, ճանաչվել է սահմանափակ մեղսունակ և ոչ  պիտանի զինվորական ծառայության համար խաղաղ ժամանակ։ Պաշտպանության նախարարի հրամանով 2017 թվականի մարտին նա  զորացրվել է:
