ԿԸՀ-ն Երևանի ավագանու ընտրությունների քվեարկության կարգը ներկայացնող տեսահոլովակ է հրապարակել

Հայաստանի Կենտրոնական ընտրական հանձնաժողովը 2017թ. մայիսի 14-ին կայանալիք Երևանի ավագանու ընտրությունների քվեարկության կարգը ներկայացնող տեսահոլովակ է հրապարակել:

Տեսահոլովակը մանրամասն ներկայացնում է քվեարկության ընթացքում ընտրողների գործողությունների հերթականությունը:

Այցելելով քվեարկության սենյակ` ընտրողը մոտենում է մասնագետին, ներկայացնում է անձը հաստատող փաստաթուղթ` նույնականացման քարտը կամ կենսաչափական անձնագիրը, ոչ կենսաչափական անձնագիրը, անձնագրին կամ նույնականացման քարտին փոխարինող ժամանակավոր փաստաթուղթը` տրված լիազորված մարմնի կողմից: Մասնագետը ստուգում է ընտրողի ինքնությունը ներկայացված փաստաթղթում առկա լուսանկարի միջոցով և փաստաթուղթը ներմուծում է տեխնիկական սարքավորման մեջ:

Եթե ընտրողը իր ներկայացրած փաստաթղթով արդեն իսկ մասնակցել է քվեարկությանը, ապա էկրանին հայտնվում է կարմիր նշան և անմիջապես հրավիրվում են ոստիկանության ծառայողները: Եթե ընտրողը գրանցված չէ տվյալ տեղամասի ընտրողների ցուցակում, ապա էկրանին հայտնվում է դեղին նշան: Այդ դեպքում ընտրողին դուրս կհրավիրեն քվեարկության սենյակից:

Եթե սարքավորումը չի ընթերցում ընտրողի անձը հաստատող փաստաթուղթը, ապա փաստաթղթի տվյալները սարքավորման մեջ ներմուծվում են մասնագետի կողմից: Եթե ընտրողը գրանցված է տվյալ տեղամասի ընտրողների ցուցակում և չի մասնակցել ընտրությանը, ապա տեխնիկական սարքավորման էկրանին հայտնվում է կանաչ նշանը: Ընտրողը ներմուծում է իր աջ ձեռքի ցուցամատի մատնահետքը, որից հետո սարքավորումը տպում է ընտրողի կտրոնը: Մասնագետը ընտրողի կտրոնը և անձը հաստատող փաստաթուղթը վերադարձնում է ընտրողին, որից հետո վերջինս մոտենում է ընտրողների գրանցումը իրականացնող հանձն աժողովի անդամին, տալիս է նրան իր քվեարկության կտրոնը:

Հանձնաժողովի անդամն ընտրողների ցուցակում գտնում է քաղաքացու անուն-ազգանունը, ընտրողը ստորագրում է իր տվյալների դիմաց: Հանձնաժողովի անդամն ընտրողի ստորագրության դիմաց և նրա կտրոնի վրա դնում է իր անհատական կնիքը: Ընտրողի անձը հաստատող փաստաթղթի տվյալները չեն լրացվում ընտրողների ցուցակում: Եթե ընտրողը չի կարողանում ինքնուրույն ստորագրել ընտրողների ցուցակում, ապա իրավունք ունի դիմել այլ քաղաքացու օգնության` բացառությամբ ընտրական հանձնաժողովի անդամների:

Գրանցվելուց հետո ընտրողը մոտենում է հանձնաժողովի մյուս անդամին, ներկայացնում է կտրոնը և ստանում է մեկ քվեաթերթիկ ու քվեարկության մեկ ծրար: Ընտրողն այնուհետև անցնում է քվեախցիկ` քվեարկություն իրականացնելու համար: Քվեարկությունը տեղի է ունենում գաղտնի: Քվեարկությունը կատարելուց հետո ընտրողը քվեաթերթիկը դնում է ծրարի մեջ: Հանձնաժողովն ապահովում է քվեարկության գաղտնիությունը:
