ՀՀ քննչական կոմիտեի տեղեկացմամբ՝ ՀՀ-ում Եվրոպական միության պատվիրակության կողմից հատկացված դրամաշնորհների գումարներից առանձնապես խոշոր չափերի հափշտակություն է կատարվել, ինչի առիթով հարուցվել է քրեական գործ, կան ձերբակալվածներ և հետախուզվողներ: Այս տեղեկությունը բնականաբար դուրս է գալիս մանր-մունր դրամաշորթությունների շրջանակներից: Միայն  2008-14 թվականներին ԵՄ կողմից Հայաստանին տրամադրվել է շուրջ 240 միլիոն եվրոյի դրամաշնորհ: Այս թիվն ինքին խոսում է այն մասին, որ այստեղ խոսքը գնում է հարյուր հազարավոր և գուցե միլիոնավոր եվրոյի հափշտակումների մասին:

Քրեական գործի մանրամասները դեռևս հրապարակված չեն, սակայն պատկերացնո՞ւմ եք ինչպիսի զավեշտալի իրավիճակ կստեղծվի, երբ պարզվի, որ այդ գումարները հափշտակվել են հենց կոռուպցիայի դեմ պայքարի համար տրվող դրամաշնորհներից, որոնք բավական լուրջ մասնաբաժին ունեն ԵՄ-ի կողմից Հայաստանին հատկացվող դրամաշանորհային ծրագրերում:

Սրանից զատ, սակայն, այս գործը կարող է հետաքրքիր բացահայտումներ և վերջիններիս արդյունքում քաղաքական հետևանքներ ունենալ:

Հասկանալի է, որ կոռուպցիան Հայաստանում ներկայումս էլ ծաղկում է ապրում, սակայն միաժամանակ պարզ է նաև, որ նման մասշտաբի կոռուպցիոն սկանդալները առնվազն չէին կարող վրիպել համապատասխան մարմինների տեսողությունից և ավելին՝ գուցե և գրեթե  հնարավոր չէին լինի, եթե չլիներ հովանավորչություն՝ իշխանական բարձրագույն օղակների կողմից: Այս մասին արդեն իսկ տարբեր լրատվամիջոցներում հայտնվում են լուրեր և տեղեկատվական արտահոսքեր:

Անշուտ, քանի դեռ գործն ամբողջովին հրապարակված չէ և հայտնի չեն ներգրավված բոլոր անձինք, կանխատեսումներ և ենթադրություններ անելը նպատակահարմար չէ և անշնորհակալ գործ է, սակայն մյուս կողմից ակնհայտ է նաև, որ ժողովրդական լեզվով ասած՝ «այս խմորը շատ ջուր կքաշի»: Հայաստանյան իրականության պայմաններում, նման մասշտաբի յուրացումներն ու հափշատակությունները, որպես կանոն, տեղի են ունենում իշխանական որոշակի շրջանակների «տանիքի» ներքո:

Այս ամեինց զատ՝ պետք է նշել նաև, որ դեռևս հստակ չէ, թե այս սկանդալային բացահայտումը ինչպիսի ազդեցություն կունենա Հայաստան-ԵՄ հարաբերությունների վրա և վերջապես արդյոք ԵՄ ներկայացուցիչներ նույնպես ներքաշված են այս գործընթացի մեջ: Միաժամանակ պարզ է նաև, որ սա արդեն միջազգային մասշտաբի սկանդալային իրադարձություն է, որը, բնականաբար, ավել կամ պակաս չափով հարվածում է Հայաստանի վարկանիշին:
