Նախընտրական ծրագրերն ու «բարի կենացները»

Երևանի ավագանու նախընտրական քարոզարշավը շարունակվում է: Մասնակից քաղաքական ուժերը, բնականաբար, ներկայացնում են իրենց նախընտրական ծրագրերը, որոնք կարծես թե պետք է ներկայացնեն քաղաքի հիմնախնդիրների, դրանց լուծման ճանապարհների և ընդհանրապես քաղաքի ղեկավարման մասին այդ ուժերի պատկերացումները: Սակայն, ինչպես և հաճախ է հանդիպում,  նախընտրական ծրագրերում, հրապարակում առկա այս ծրագրերի մեջ էլ կան կետեր, որոնք ընդամենը բարի ցանկություններ են հիշեցնում:

Անշուշտ, երեք քաղաքական ուժերն էլ առանձնացրել են զարգացման կարիք ունեցող քաղաքային ենթակառուցվածքներն ու ոլորտները, սակայն, եթե մի փոքր ուշադիր հետևենք՝ ենթադրենք Ելք դաշինքի կամ Երկիր Ծիրանիի ծրագրերին, ապա կարող ենք տեսնել մի հետաքրքիր իրողություն: Այս ծրագրերում ուղղակի նշված է՝ պետք է զարգացնել այս կամ այն ոլորտը, սակայն մեծ հաշվով նշված չեն ուղիներ, միջոցներ և հնարավորություններ: Օրինակ՝ Երկիր Ծիրանին անհրաժեշտություն է համարում քաղաքային տրանսպորտի վիճակի բարելավումը և որպես միջոց տեսնում է տրամվայների «վերակենդանացումը», Ելքն իր հերթին ներկայացնում է ավտոբուսների թվի ավելացման անհրաժեշտությունը:

Միայն քաղաքային տրանսպորտի շուրջ քաղաքական ուժերի ներկայացրած ծրագրերից պարզ է դառնում, թե որ ուժն է, այսպես ասած,  ռեալ կերպով պատկերացնում իրավիճակը: Բանն այն է, որ տրամվայներն, ուզենք թե չուզենք, այլևս անցյալում են: Երևանի ճանապարհների ծանրաբեռնվածության տեսանկյունից միայն այս փոխադրամիջոցը կենսունակ չէ, էլ չասած այն հարցը, թե ինչ միջոցների հաշվին պետք է տրամվայները մտնեն քաղաքային կյանք: Ելքի առաջարկը ավտոբուսների թվի ավելացման վերաբերյալ նույնպես չի դիմանում որևէ քննադատության, և բացի այս, ցույց է տալիս այն, որ քաղաքային տրանսպորտի շուրջ ներակյումս առկա իրավիճակին քաղաքական այս ուժը պարզապես ծանոթ չէ:

Խնդիրն այն է, որ ավագանու ընտրություններին մասնակցող հանրապետական կուսակցության ծրագրում զուտ միայն այս կետի շուրջ առկա է լիովին այլ մոտեցում: Ավելին դեռևս անցած տարվանից քաղաքապետարանի նախաձեռնությամբ ասպարեզ է բերվել մի ծրագիր, համաձայն որի՝ արմատական փոփոխության պետք է ենթարկվի ուղևորափոխադրումների ամբողջ համակարգը: Նույն քաղաքապետարանի կողմից արվել են համապատասխան հաշվարկներ և կատարվել աշխատանքներ: Այս մասին քաղաքապետարանը բազմիցս հանդես է եկել հայտարարություններով և վերջապես այս մասին նշված է նաև նախընտրական ծրագրում: Այսինքն թե, հենց միայն այս հարցի շուրջ գործող քաղաքապետն ու իր թիմը ոչ միայն լավագույնս պատկերացնում են հիմնախնդիրը, այլև քայլեր են կատարում դրանց լուծման ուղղությամբ:

Ի դեպ, պետք է շեշտել, որ խնդիրն այստեղ միայն տրանսպորտը չէ, քանի որ եթե համեմատում ենք երեք քաղաքական ուժերի ծրագրերի տարբեր կետերը, ապա տեսնում ենք, որ գործող քաղաքապետի և նրա թիմի առաջարկած ծրագիրը հիմնված է քաղաքի հիմնախնդիրների մասին մասնագիտական պատկերացումների և դրանց լուծման իրատեսական հեռանկարների վրա: Թերևս հենց այսպիսին պետք է լինի իրական ծրագիրը՝ զերծ մնալով «կենացների» ու բարի ցանկությունների մակարդակից:
