«Իսլամական պետություն» ահաբեկչական խմբավորման դեմ պայքարում Հայաստանը կարող է մասնակցություն ունենալ Հավաքական անվտանգության պայմանագրի կազմակերպության շրջանակներում: Այս մասին ասաց քաղաքագետ Ալեքսանդր Մարկարովը՝ անդրադառնալով ՌԴ ԱԳ նախարար Սերգեյ Լավրովի հայտարարությանը, թե Ռուսաստանը հասնելու է նրան, որ «Իսլամական պետություն& raquo; ահաբեկչական խմբավորումը հանձնվի: ՌԴ ԱԳ նախարարը նաև նշել է, որ ահաբեկչության դեմ պայքարի համար ՀԱՊԿ օպերատիվ արձագանքման հավաքական ուժերը մշտական պատրաստ վիճակում են անհրաժեշտության դեպքում գործողություններ սկսելու համար, ինչպես նաև մշտական պատրաստ վիճակում են ռուսական ռազմաբազաները, որոնք գտնվում են Տաջիկստանում, Ղրղզստանում և Հայաստանում:

«Ռուսաստանի համար ահաբեկչության դեմ պայքարի կարևոր ուղղություն է Հավաքական անվտանգության պայմանագրի կազմակերպությունը, որի անդամ է նաև Հայաստանը: Այդ կազմակերպության համար ահաբե կչության դեմ պայքարն առաջնահերթ խնդիր է:  Եթե մենք դիտարկենք Ռուսաստանի և Հայաստանի համագործակցությունը, այդ թվում՝ նաև ՀԱՊԿ-ի շրջանակներում,  մենք կարող ենք ասել, որ համագործակցության շրջանակներում երկու երկրները, օգտագործելով իրենց ներուժը, կարող են հանդես գալ որպես սուբյեկտներ, որոնք պայքարում են «Իսլամական պետության» դեմ:

Սա կարող է թվալ ավելի վերացական խնդիր, սակայն բոլոր դեպքերում այն, որ ՀԱՊԿ-ի անդամ երկրների համար, իսկ Հայաստանն այստեղ բացառություն չէ, պայքարը միջազգային ահաբեկչության դեմ առաջնահերթություն է, դա հա սկանալի է: Համապատասխանաբար այն ներուժը, որն ունեն տվյալ երկրները, անհրաժեշտության դեպքում կարող են կիրառվել և հասնել իրենց նպատակին»,- ասաց քաղաքագետը:

Անդրադառնալով ՀՀ-ում ռուսական ռազմաբազայի մշտական պատրաստ լինելու մասին Լավրովի հայտարարությանը՝ Մարկարովն ընդգծում է, որ բազան ոչ միայն զինվորն ու թնդանոթն է, այլ նաև այն համապատասխան հետախուզական էլեմենտը, որն օգտագործվում է տեղեկություններ ձեռք բերելու համար: 

«Եթե լինի անհրաժեշտություն, կամա թե ակամա ռուսական բազայի տարածքում կայացած ներուժը կարող է օգտագործվել «Իսլամական պետության» դեմ՝ որքան էլ որ այս պահին սա կարող է վերացական թվալ: Սակայն եթե մենք խոսում ենք Հայաստանի ներգրավվածության մասին, խոսքը բնականաբար գնում է ոչ այնքան անմիջական, որքան ՀԱՊԿ-ի շրջանակներում, որտեղ մենք ունենք օպերատիվ արձագանքման հավաքական ուժեր: Եվ սա այն դեպքում, որ մենք հանդես ենք եկել առաջարկով ունենալ այդտեղ ակտիվ ստորաբաժանում, որը կարող է պայքարել իրավիճակի լարման պարագայում, այդ թվում՝ նաև միջազգային ահաբեկչության դեմ»,- մանրամասնեց քաղաքագետը:

Նա նաև ընդգծեց, որ Ռուսաստանը «Իսլամական պետություն» ահաբեկչական խմբավորման դեմ պայքարի համար կարևորում է նաև համագործակցությունն այն երկրների հետ, որոնց համար այդ կազմակերպության գործունեությունն այս կամ այն կերպ կարող է մարտահրավեր լինել: Քաղաքագետը հիշեցնում է, որ իր հայտարարության մեջ ՌԴ արտաքին գերատեսչության ղեկավարը հիշատակում է նաև Տաջիկստանի և Ղրղզստանի մասին, որոնց համար  տարբեր տեսակի իսլամական ֆունդամենտալիստական ներմուծումները լուրջ խնդիր են:

Նրա գնահատմամբ՝ այստեղ Ռուսաստանն ունի իր համագործակցության էլե մենտն այդ երկրների հետ՝ տեղի իշխանությունների և ուժային կառույցների հետ պայքարել նման դրսևորումները կանխելու համար:
