Ադրբեջանն է տապալել ՄԱԿ անվտանգության խորհրդի՝ 1993 թվականին ընդունած բանաձևերի կատարումը: Այս մասին հայտարարեց ՀՀ արտաքին գործերի նախարարի տեղակալ Շավարշ Քոչարյանը՝ մեկնաբանելով Ադրբեջանի ԱԳ նախարարի տեղակալ Արազ Ազիմովի հայտարարությունները:

-Պարոն Քոչարյան, ինչպե՞ս կմեկնաբանեք ղարաբաղյան կարգավորման վերաբերյալ Ադրբեջանի ԱԳ նախարարի տեղակալ Ազիմովի հայտարարությունները:

-Ցանկացած հակամարտության կարգավորում, իսկապես, պետք է հիմնված լինի միջազգային իրավունքի և առաջին հերթին ՄԱԿ կանոնադրության վրա: ԱԳ փոխնախարարին անհրաժեշտ է հիշեցնել, որ, համաձայն ՄԱԿ կանոնադրության, պետության տարածքային ամբողջականությունը չի կարող հակադրվել ժողովրդի ինքնորոշման իրավունքին:

Ինչ վերաբերում է ՄԱԿ անվտանգության խորհրդի՝ 1993 թվականին ընդունած բանաձևերին, ապա հենց Ադրբեջանն է տապալել այդ բանաձևերի կատարումը, բանաձևեր, որոնց հիմնական պահանջը ռազմական գործողությունների դադարեցնումն էր: Լեռնային Ղարաբաղի Հանրապետության՝ Ադրբեջանի վերահսկողության ներքո անցած տարածքների, ինչպես նաև Ադրբեջանի՝ ԼՂՀ վերահսկողության ներքո հայտնված տարածքների առկայությունն Ադրբեջանի՝ ինքնորոշված Լեռնային Ղարաբաղի դեմ ագրեսիայի և հենց Ադրբեջանի կողմից ՄԱԿ անվտանգության խորհրդի 1993 թվականի բանաձևերի չկատարման հետևանքներից մեկն է:

Փոխարտգործնախարարը, ըստ էության, մոռացել է, որ Լեռնային Ղարաբաղի վերջնական կարգավիճակի շուրջ իրավական պարտադիր ուժ ունեցող հանրաքվեին պետք է մասնակցի միայն Լեռնային Ղարաբաղի բնակչությունը: Իսկ տվյալ հարցում Ադրբեջանի Սահմանադրության վրա հղումներն անտեղի են, քանի որ Սահմանադրությունը ընդունվել է Ադրբեջանի, Լեռնային Ղարաբաղի և Հայաստանի միջև ռազմական գործողությունների դադարեցման մասին եռակողմ համաձայնագրի կնքումից հետո: Այդպիսով Ադրբեջանը ճանաչել է Լեռնային Ղարաբաղն առնվազն որպես հակամարտության կողմ: Ավելին, որևէ պետություն իր ավասու չէ իր ներքին օրենսդրությունը, այդ թվում՝ Սահմանադրությունը, հակադրել միջազգայնորեն ստանձնած պարտավորություններին, այն էլ՝ ՄԱԿ կանոնադրությամբ ստանձնած պարտավորություններին:

Վերջում, մնում է պարոն Ազիմովին կարեկցել, ով չի քողարկում իր հիսաթափությունն առ այն, որ Մինսկի խմբի համանախագահների պարագայում ադրբեջանական «խավիարային դիվանագիտությունը» չի հաջողվել և Մինսկի խմբի համանախագահները չեն ծառայում Ադրբեջանի շահերին:
