ՀՀ ՊՆ ղեկավարը ներկայացրել է բանակը թափանցիկության նոր մակարդակի բերող «Դիտակետ» ծրագիրը

 Աշխատանքային այցով Արցախի Հանրապետությունում գտնվող ՀՀ Նախագահ, Զինված ուժերի գերագույն գլխավոր հրամանատար Սերժ Սարգսյանը մայիսի 8-ին  Շուշիում հանդիպում է ունեցել 2017 թվականին զորացրված, ինչպես նաև ներկայումս ժամկետային զինծառայության մեջ գտնվող և ծառայության ընթացքում անձնվիրության ու խիզախության համար խրախուսման արժանացած մի խումբ զինծառայողների և զորացրված սպաների հետ: Հանդիպմանը մասնակցել են ՀՀ պաշտպան ության նախարար Վիգեն Սարգսյանը, ինչպես նաև լեգենդար զինվորականներ` գեներալ լեյտենանտ Նորատ Տեր-Գրիգորյանցը և գեներալ մայոր Արկադի Տեր-Թադևոսյանը, որոնց անցած ուղին օրինակ է ներկայիս զինծառայողների համար:

Ինչպես տեղեկացանք ՀՀ պաշտպանության նախարարության պաշտոնական կայքից, արդեն ավանդական դարձած այս ձևաչափով հանդիպմանը Նախագահը զինծառայողներին առաջարկել է անկաշկանդ խոսել իրենց անհանգստացնող խնդիրների, պաշտպանության ոլորտի արդիականացման, բարեփոխումների, հայրենիքի հետագա հզորացման ու զարգացման պատկերացումների մասին և ներկայացնել իրենց առաջարկությունները: Սերժ Սարգսյանը նաև պատրաստակամություն է հայտնել պատասխանել հանդիպման մասնակիցներին հետաքրքրող հարցերին, լսել զինվորականների կարծիքներÕ ¨ Պաշտպանության նախարարի առաջարկած «Պատիվ ունեմ» և «Ես եմ» գաղափարների վերաբերյալ:

Հանդիպման ընթացքում ՀՀ պաշտպանության նախարար Վիգեն Սարգսյանը ներկայացրել է պաշտպանության ոլորտի արդիականացման և բարեփոխումների շրջանակում իրականացվող հերթական խոշոր նախագիծը։ «Դիտակետ» անվամբ ծրագրի շնորհիվ, առաջին անգամ, բոլոր զորացրված զինծառայողները մասնակցելու են բազմաշերտ ու ընդգրկուն սոցհարցման՝ գնահատելու ծառայության պայմանների, արդյունավետության և ձեռք բերած փորձի հետ առնչվող բոլոր հարցերը, ինչպես նաեւ համակարգն առհասարակ։ Հարցման ընդհանրացված արդյունքները հենք կդառնան նպատակաուղղված բարեփոխումների համար։

«Բանակի արդիականացման ու զարգացման ճանապարհին պետք է համարձակ լինենք՝ ռազմավարական տեսանկյունից կարևոր այս ոլորտը բերելու թափանցիկության և հաշվետվողականության դաշտ, միեւնույն ժամանակ պաշտպանության ոլորտը դարձնելով պետական կառավարման նոր մոտեցումների ձևավորման հարթակ»,- ասել է պաշտպանության նախարարը, հավելելով, որ առաջադեմ հասարակություններում բանակի պես կարևորագույն օղակը չի կարող դուրս լինել հասարակական զարգացումներից։

Վիգեն Սարգսյանը նաև ընդգծել է, որ ծրագրի օրակարգում դրվում են հարցեր, որոնք տարիներ շարունակ անհանգստացրել են ՀՀ քաղաքացիներին՝ սկսած զինվորի ծառայության պայմաններից, մինչև հարցադրումը, թե ի՞նչ է տալու բանակը զինվորին՝ ավելի չափելի ու շոշափելի տիրույթներում:

«Ի վերջո ամեն հայ ոչ միայն պարտավոր է, այլ պետք է նաև ցանկանա ծառայել բանակում։ Այդ նպատակն են հետապնդելու բոլոր այն քայլերը, որոնք ձեռնարկվելու են այս ծրագրի շրջանակում։ Բանակը մի ոլորտ է, որին առնչվում է ամեն հայ ընտանիք, ուստի այս ծրագրի շահառուները բոլորս ենք»,- ասել է պաշտպանական գերատեսչության ղեկավարը։

Պաշտպանության նախարարն ընդգծել է, որ որքան հաշվետու և թափանցիկ լինի բանակը, այնքան համակարգված կլինի վերջինիս գործունեությունը։ Իսկ համակարգված կառույցները նաեւ ամենահզոր կառույցներն են։ «Ազգ-բանակ» գաղափարախոսության՝ «Ես եմ» և «Պատիվ ունեմ» ծրագրերից հետո արդեն երրորդ լայնամասշտաբ նախաձեռնությունը հենց սա է վերահաստատում։

Հանրապետության նախագահը ողջունել է ծրագրի մեկնարկը և հանձնարարել պարբերաբար զեկուցել արդյունքների մասին՝ համապատասխան հետևություններ անելու նպատակով:
