Գիտե՞ք ինչու այս անգամ էլ հեղափոխություն չի լինի: Չնայած այն հանգամանքին, որ ես անձամբ կողմ եմ, որ երկրում տեղի ունենան իսկապես հեղափոխական փոփոխություններ, սակայն էությամբ լինելով ռեալիստ՝ վստահ եմ, որ այս անգամ էլ ոչինչ չի ստացվելու: Ինչու՞: Շատ պարզ: Ով է անելու հեղափոխություն՝ ժողովու՞րդը: Որ ժողովուրդը՝ վաճառականնե՞րը, թե տաքսու վարորդները, թե գյուղացիներն ու խոպանչիները: Իսկ միգուցե բոլորը միասի՞ն: Ինչ որ անհավանական է: Բոլորը միասին կարծես թե չեն կարողանում հավաքվել:
Լավ, ենթադրենք՝ բոլորը միասին այսօր հավաքվեցին Ազատության հրապարակում, կարծում եք՝ հեղափոխությու՞ն կանեն: Համոզված եմ, որ ոչ: Հարց է ծագում, իսկ ով, ո՞վ է անելու հեղափոխությունը, չէ՞ որ թվարկածս խավերը մեր հասարակության ճնշող մեծամասնությունն են կազմում: Այո, ամենևին չթերագնահատելով հասարակության թվարկածս խավերին, վստահ եմ, որ հեղափոխության առաջամարտիկները պետք է լինեն մեր հասարակության ամենամորթապաշտ խավը՝ չինովնիկական անձնակազմը, նրանք, ովքեր տարաբնույթ ճանապարհներով աշխատանքի են տեղավորվել պետական ապարատի հազարավոր անպիտան պաշտոններին: Հաճախ տպավորություն է ստեղծվում, որ կրտսեր, միջին, նույնիսկ ավագ խմբերի չինովնիկները անհաղորդ ու անտարբեր են հասարակության ու պետության խնդիրներին, սակայն դա միայն արտաքուստ է այդպես թվում: Այս բազմահազարանոց չինովնիկական բանակը ավելի մեծ պոտենցիալ ունի երկրում իրական փոփոխություններ կատարելու, քան հարթակում կանգնած մի քանի տասնյակ ճարտասաններ, ովքեր իրենց հորջորջում են որպես քաղաքական գործիչներ, սակայն իրականում ընդամենը գործիքներ են:
Առ այսօր մեր վայ ընդիմադիրներից ոչ ոք չի փորձել հրապարակ կանչել չինովնիկներին, նրանց հետ աշխատանք չի տարել, չի բարձրաձայնել նրանց մտահոգող խնդիրները, չի փարատել նրանց վախերը, ավելի կանխատեսելի ապագայի երաշխիք չի տվել և վերջապես, համարձակության օրինակ չի ծառայել՝ հրաժարվելով, օրինակ, իրենց պատգամավորական անձեռնմխելիությունից՝ մանդատից:
Այսօր խոսում են կառավարման ճգնաժամի մասին, բայց չեն հասկանում, որ իրական ճգնաժամը կարող է առաջացնել հասարակ պետական պաշտոնյան. այս խավը բոլորի կողմից ամենաանտեսվածն ու ամենախոցելին է, միաժամանակ իր ամբողջության մեջ ամենակիրթն ու գրագետը: Այո՛, կիրթ ու գրագետ մարդուն դժվար է խաբել, դրա համար էլ մինչ օրս մենք հրապարակներում չենք տեսնում այդ մարդկանց: Համոզված եմ, այն օրը, երբ հրապարակում վաճառականի, վարորդի, բանվորի, գյուղացու կողքին կանգնի պետական ապարատի հասարակ չինովնիկը, այդ օրը երկրում իրական հեղափոխություն կլինի, իսկ մինչ այդ ականատես կլինենք հերթական գաղափարազուրկ աճպարարությանը:
