ՀՀ ԿԳ նախարարությունը պարզաբանել է թիվ 17 հատուկ դպրոցի նշանակումը

ՀՀ կրթության և գիտության նախարարությունը պարզաբանել է Երևանի հենաշարժական համակարգի խախտումներ ունեցող երեխաների թիվ 17 հատուկ դպրոց» պետական ոչ առևտրային կազմակերպության տնօրենի պաշտոնում Վերգինե Եսայանի նշանակումը։

ՀՀ կրթության և գիտության նախարարության հասարակայնության հետ կապերի և տեղեկատվության վարչության փոխանցած խարզաբանման մեջ նշված է. «Ղեկավարվելով «Պետական հանրակրթական ուսումնական հաստատության տնօրենի ընտրության (նշանակման) կարգի» 28.1-րդ կետի պահանջներով՝ ՀՀ կրթության և գիտության նախարարի 2017 թվականի մայիսի 12-ի N137-Ա1 հրամանով «Երևանի հենաշարժական համակարգի խախտումներ ունեցող երեխաների թիվ 17 հատուկ դպրոց» պետական ոչ առևտրային կազմակերպության տնօրեն է նշանակվել Վերգինե Եսայանը։

Դպրոցի տնօրենի թափուր տեղի համար երկու անգամ հայտարարվել է մրցույթը, որոնք չեն կայացել իրավազոր չլինելու պատճառով: Հիմք ընդունելով «Պետական հանրակրթական ուսումնական հաստատության տնօրենի ընտրության (նշանակման)» 18.1 կետի պահանջները` խորհրդի քարտուղարը ՀՀ կրթության և գիտության նախարարություն է ներկայացրել տնօրենի պաշտոնի հավակնորդների անձնական գործերի պատճենները և ՀՀ կրթության և գիտության նախարարության ներկայացուցչի եզրակացությունը՝ «Պետական հանրակրթական ուսումնական հաստատության տնօրենի ընտրության (նշանակման) կարգով 34-րդ կետի պահանջի համաձայն աշխատանքային պայմանագիր կնքելու նպատակով։

Մրցույթին մասնակցելու համար դիմում ներկայացրած հավակնորդները երեքն են՝ Վերգինե Եսայանը (Երևանի բժշկամանկավարժական գնահատման կենտրոնի տնօրենի տեղակալ), Հայարփի Մինասյանը («Երևանի հենաշարժական համակարգի խախտումներ ունեցող երեխաների թիվ 17 հատուկ դպրոցի» մանկապատանեկան կոլեկտիվի կազմակերպիչ` նախկին տնօրենի դուստրը) և Մարինե Աղաջանյանը («Երեխաների խնամքի և պաշտպանության թիվ 2 գիշերօթիկ» հաստատության տնօրեն): Կատարված ուսումնասիրության արդյուն քում ՀՀ ԿԳ նախարարի հրամանով տնօրեն է նշանակվել Վ. Եսայանը:

Հաշվի առնելով որոշ լրատվամիջոցներում «Երևանի հենաշարժական համակարգի խախտումներ ունեցող երեխաների թիվ 17 հատուկ դպրոց» տնօրենի ընտրության հետ կապված շահարկումներն ու մեկնաբանությունները, ՀՀ ԿԳՆ տեղակացնում է, որ մայիսի 16-ին նորանշանակ տնօրեն Վ. Եսայանի և ՀՀ ԿԳՆ հանրակրթության ոլորտի պատասխանատուների մուտքը դպրոց խոչընդոտվել է փոխտնօրենի և դպրոցի կոլեկտիվի որոշ անդամների կողմից:

ՀՀ ԿԳՆ-ն մտահոգություն է հայտնում կատարվածի առնչությամբ` արձանագրելով, որ նման վարքագիծը հարիր չէ մանկավարժական գործունեությանը, առավել ևս, որ խոսքը հատուկ կրթություն իրականացնող ուսումնական հաստատության մասին է: Միաժամանակ տեղակացնում ենք, որ «Երևանի հենաշարժական համակարգի խախտումներ ունեցող երեխաների թիվ 17 հատուկ դպրոցը» գործում է ՀՀ ԿԳՆ ենթակայությամբ և առաջիկայում նախատեսվում է իրականացնել աուդիտորական ուսումնասիրություն` ԿԳՆ համապատասխան ստորաբաժանման կողմից: «Երևանի հենաշարժական համակարգի խախտումներ ունեցող երեխաների թիվ 17 հատուկ դպրոց» կոլեկտիվի որոշ անդամների մերժողական և հակամանկավարժական պահվածքը ըստ ամենայնի պայմանավորված է նաև սպասվող աուդիտորական ստուգումներով, ինչպես նաև նախկին տնօրենի հետ մերձավոր հարազատական կապեր ունեցող որոշ անդամների ինքնագործունեությամբ:

ՀՀ ԿԳՆ-ն կոչ է անում դպրոցի մանկավարժական կոլեկտիվին չխոչընդոտել ԿԳՆ օրենքով սահմանված լիազորությունների իրագործմանը, առաջնորդվել բացառապես ուսումնական հաստատությունում սովորողների շահերով և ապահովել կրթական գործընթացի կազմակերպման բնականոն հնարավորություններ»:
