Պետությունը բիզնեսի փոխարեն չի կարող որոշում կայացնել, բայց կարող է ստեղծել խթանող խաղի կանոններ: Կառավարության նիստից հետո լրագրողների հետ զրույցում անդրադառնալով պարապուրդի մատնված անշարժ գույքի մասին հարցին՝ ասաց Ֆինանսների նախարարի պաշտոնակատար Վարդան Արամյանը: 

«Այդ հարցում ամենակարևորը սկզբունք սահմանելն է։ Մենք բիզնեսի փոխարեն չենք կարող որոշում կայացնել, բայց պետությունը կարող է ստեղծել այնպիսի խաղի կանոններ, որ խթաններ ստեղծի և շահավետ լինի, որպեսզի գույքն օգտագործվի:

Հակառակ դեպքում, եթե այդ գույքը, օրինակ, արտադրական տարածք է, որը կարող է պոտենցիալ արտադրական նշանակություններով օգտագործվել, բայց չի օգտագործվում, տվյալ տնտեսավարողը կամ սեփականատերը կարող է տուգանվել: Դա այն գործիքն է, որի միջոցով տնտեսական խթանների միջոցով հնարավոր կլինի ռեսուրսներն ուղղել դեպի արտադրական պրոցես»,- նշեց Արամյանը՝ հավելելով, որ գույքահարկի դրույքների մասով ոչն չի «ձեռք չեն տալիս», բայց ճշգրտում են գույքահարկի բազան՝ այն մոտեցնելով շուկայական գնին:

Կառավարության նիստում ՀՀ վարչապետի պաշտոնակատար Կարեն Կարապետյանը կարծիք էր հայտնել, որ պետք է Սևանա լճի հարակից տարածքներում և Երևանի կենտրոնում առկա չօգտագործվող գույքի նկատմամբ կիրառել պրոգրեսիվ հարկ:
