 2018 թվականի հունվարի 1-ից ուժի մեջ մտնող ՀՀ հարկային նոր օրենսգրքի կիրարկումն ապա­հովելու նպատակով  ՀՀ կառավարության հաստատմանն է ներկայացվել օֆշորային գոտիների (երկրների) ցանկը: Ինչպես փոխանցում է  Արմենպրեսը, նախագիծն ընդգրկված է կառավարության հունիսի 1-ի նիստի օրակարգում:

2016 թվա­­­­­կանի հոկտեմբերի 4-ին ընդունված ՀՀ հարկային օրենս­գրքի 125-րդ հոդ­վածի 6-րդ մասի համաձայն` ռեզիդենտ շահութահարկ վճարողի և մշտական հաստատության միջոցով ՀՀ-ում գործունեություն իրա­կանացնող ոչ ռեզիդենտ շահութահարկ վճարողի կողմից օֆշորային գոտիներում (երկրնե­րում) գրանցված կազմակերպություններից ապրանքների ձեռքբեր­ման համար այդ գոտիներում (երկրներում) գրանցված  կազմակերպությանը կատար­ված կանխավճարների դիմաց արդյունքը կանխավճարի կատարման օրվան հաջոր­դող 365 օրվա ընթացքում չստացվելու դ! եպքում կատարված կանխավճարը դրա կատար­ման օրվան հաջորդող 366-րդ օրը այդ կազմակերպության համար համարվում է ՀՀ աղբ­յուր­ներից ստացվող այլ եկամուտ:

«Խնդիրը կայանում է նրանում, որ 2018 թվականի հունվարի 1-ից ուժի մեջ է մտնելու ՀՀհարկային օրենսգիրքը, որի 125-րդ հոդվածի 6-րդ մասով սահմանված վերոնշյալ դրույթների կիրարկումն ապահովելու համար ՀՀ կառավարության որոշմամբ օֆշորային գոտիների ցանկ ներկայումս սահմանված չէ»,- նշված է հիմնավորման մեջ:

Օֆշորային գոտիների ցանկում ընդգրկված է 37 պետություն և վերջիներից տարբեր տարածաշրջաններ: Երկրների թվում են՝ Անդորրան, ԱՄԷ-ն, Լյուքսեմբուրգը, Լիխտենշտեյնը, Կիպրոսը, Կոստա Ռիկան, Պանաման, Շվոյցարիան և այլն:
