ՀՀ ազգային վիճակագրական ծառայությունը սպառողներին առաջարկում է տեղեկատվության ստացման ավելի մատչելի պայմաններ

ՀՀ ազգային վիճակագրական ծառայությունը մտնում է արդիականացման փուլ եւ դարձնում է տեղեկատվության մատուցումը ավելի մատչելի: Հայաստանի ազգային վիճակագրական ծառայությունում հյուրընկալվել էին «Հայաստանի ազգային վիճակագրական համակարգի ամրապնդում-փուլ 2» ԵՄ Թվինինգ ծրագրի «Վիճակագրական տեղեկատվության տարածման համակարգ» բաղադրիչի շրջանակում Դանիայի վիճակագրական ծառայության փորձագետները, ովքեր Դանիայի օրինակով ներկայացրին վիճակագրական տեղեկատվության տարածման մարտահրավերները, ինչպես նաեւ հանրությանը ավելի համակարգված եւ ճշգրիտ տեղեկատվություն տրամադրելու մեխանիզմները:

«Վստահ եմ՝ ձեզնից շատերը օգտվում են սոցիալական մեդիայից,  եւ գիտեն, որ վիճակագրությունը տեղեկատվության միակ աղբյուրը չէ: Իրականում, մի շարք ընկերությունների շարքերում ունենք մրցակիցներ,  որոնք իրենց չափով ավելի մեծ են, քան աշխարհի վիճակագրական ծառայությունները միասին վերցրած, բայց նրանք չունեն այն պարտավորությունները, ինչ մենք ունենք:  Նրանք կարող են նույնիսկ որոշակի շահեր ունենալ տեղեկատվության փոխանցման հարցում»,- նշեց դանիացի փորձագետ Քարսթեն Զանգենբերգը:

Դանիացի փորձագետն առանձնացրեց մի քանի կարեւոր քայլեր, որոնք նրա խոսքով՝կբարելավեն երկրի վիճակագրական համակարգի աշխատանքը:

«Նախեւառաջ, պետք է որոնել նոր սպառողներ. նրանք կարող են լինել երիտասարդներ,  մարդիկ, ովքեր տեղյակ չեն, որ կարելի է շատ տեղեկատվություն ստանալ պաշտոնական աղբյուրներից:  Պետք է իմանալ հասարակության մեջ առկա բանավեճերի թեման ոչ թե դրանց մեջ մտնելու, այլ ճիշտ տեղեկատվությամբ դրանց աջակցելու նպատակով: Վիճակագրությունն ավելի տեղին եւ արդիական դարձնելու հարցում կարեւոր է վերլուծական միտքը:

Իմ իմացած բոլոր վիճակագրական ծառայությունները ունեն հենց դրա պահանջարկը, որ աշխատակիցները ավելի վերլուծական կերպով մոտենան աշխատանքին  եւ աջակցեն լրատվամիջոցներին նույնպես կարողանալ վերլուծել տվյալները: Որքան դժվար է ստանալ այդ ցուցանիշները վիճակագրական ծառայության համար, նույնքան էլ լրատվամիջոցի համար է դժվար  հասկանալ եւ վերլուծել դրանք»,- ասաց Քարսթեն Զանգենբերգը՝ հավելելով, որ երկրի ազգային վիճակագրական ծառայությունը պետք է լինի անկախ եւ անկողմնակալ:

Նա նշեց, որ վիճակագրական ծառայության համար կարեւոր է ամրապնդել կապը  հետազոտական հանրույթի հետ, որը փորձագետի խոսքով՝ Հայաստանում   շատ ակտիվ է եւ աջակցող:

«Հայաստանի ազգային վիճակագրական համակարգի ամրապնդում» ԵՄ առաջին թվինինգ ծրագիրն իրականացվել է 2011-2013 թվականներին: Ծրագրի երկրորդ փուլը մեկնարկել է 2013 թվականին: Դանիայի վիճակագրական ծառայության ներկայացուցիչները չորս տարի շարունակ համակարգային աջակցություն են ցուցաբերում հայաստանյան վիճակագրական ծառայության համակարգը եվրոպական չափանիշներին համապատասխանեցնելու համար:

Ծրագրի երկրորդ փուլը բաղկացած է 6 բաղադրիչներից, այն է՝ վիճակագրության տեղեկատվության տարածման եւ հաղորդակցման ռազմավարության, քաղաքականության մշակում, անձնակազմի վերապատրաստում, սպառողների համար մատչելի տվյալների բազա տրամադրող  կայքի արդիականացում եւ այլն:
