ԱՄՆ-ի Կոնգրեսը կարող է ավելացնել Հայաստանին տրամադրվող օգնությունը

ԱՄՆ-ի Կոնգրեսում երկու տասնյակից ավելի օրենսդիրներ կոչ են արել գործընկերներին ավելացնել Հայաստանին 2018-ին հատկացվելիք ամերիկյան օգնությունը:

Միացյալ Նահանգների Կոնգրեսի հայ-ամերիկյան բարեկամության խումբը նամակով դիմել է Կոնգրեսի Ներկայացուցիչների պալատի հատկացումների հանձնաժողովի ղեկավարությանը, կոչ անելով ավելացնել Հայաստանին տրամադրվող ամերիկյան օգնության չափը, հաղորդում է «Ամերիկայի ձայնը»:

«Նախագահի կողմից առաջարկված 2018-ի բյուջեում նախատեսված է Հայաստանին տրամադրվող ամերիկյան օգնության կրճատում 67 տոկոսով: Այդ կրճատումները համընկել են Հայաստանի պատմության վճռորոշ պահին, երբ այն ինտեգրվում է գլոբալ տնտեսության մեջ եւ զարգացնում երկրի ներսում ժողովրդավարությունն ու քաղաքական ազատությունները»,-ասված է նամակում:

Կոնգրեսականների կարծիքով, օգնության կրճատումը կսահմանափակի Միացյալ Նահանգների հնարավորությունները խթանելու Հայաստանում ամերիկյան չափանիշներն ու արժեքները: Հիշեցնենք, որ 2018 թվականի ԱՄՆ-ի բյուջեում կտրուկ նվազել է ոչ միայն Հայաստանին, այլեւ ամբողջ աշխարհին տրամադրվող ամերիկյան օգնության չափը: Այսպես, 57 տոկոսով նվազել է Վրաստանին տրամադրվող ամերիկյան օգնությունը, 69 տոկոսով նվազել է ԱՄՆ-ի օգնությունը Ուկրաինային, իսկ Բելառուսին 2018-ին առաջարկվում է ընդհանրապես օգնություն չտրամադրել: Լուրջ նվազելու է նաեւ Ադրբեջանին տրամադրվող ամերիկյան օգնությունը:

2016-ին Միացյալ Նահանգները Հայաստանին տրամադրել էր շուրջ 20 միլիոն դոլարի, իսկ Ադրբեջանին երկու անգամ պակաս՝ 10 միլիոն դոլարի օգնություն: 2018-ին Դոնալդ Թրամփի վարչակազմն առաջարկում է Հայաստանին տրամադրել 6.8 միլիոն դոլարի օգնություն, իսկ Ադրբեջանին տրամադրվելու է մեկ միլիոնի օգնություն: Այսպիսով, բյուջեի նախագծով Հայաստանին տրամադրվող օգնությունն առաջարկվում է կրճատել 67, իսկ Ադրբեջանինը՝ 90 տոկոսով:

Կոնգրեսականները կոչ են անում գործընկերներին վերախմբագրել Հայաստանի օգնության մասով Սպիտակ տան բյուջեի նախագիծն' ապահովելով Հայաստանին տրամադրվելիք օգնությունը նախորդ տարիների մակարդակի վրա: Այդ կոչին են միացել նաեւ Միացյալ Նահանգների հայ համայնքը ներկայացնող կազմակերպությունները:

«Հսկայական գլոբալ անվստահության պայմաններում Միացյալ Նահանգները պետք է շարունակի խթանել դաշնակիցների առաջընթացը եւ պետք է հետ չկանգնի իր պարտավորություններից որպես աշխարհի առաջատար ժողովրդավարություն», - նշված է կոնգրեսականների նամակում: Հայաստանին ամերիկյան օգնության չափն ավանդաբար ավելանում է Կոնգրեսի ընդունած բյուջեի նախագծերում:

Հատկանշական է, որ նախագահ Թրամփի վարչակազմի ներկայացրած 2018 թվականի բյուջեի նախագծում ընդգծվում է, որ արտաքին օգնության կրճատման հետ միասին անհրաժեշտ է նաեւ ավելացնել յուրաքանչյուր տրամադրվող դոլարի արդյունավետությունը, որպեսզի այն երկրների քաղաքացիները, որոնց հատկացնում են այդ օգնությունը, զգան դրա դրական ազդեցությունը:
