Ռոբերտ Քոչարյանը որևէ կերպ չխոչընդոտեց Հոկտեմբերի 27-ի գործի քննությանը. Պարույր Հայրիկյան

1999 թվականի հոկտեմբերի 27-ից անցել է ուղիղ 15 տարի, իշխանությունը ոճրագործությունը բացահայտված է համարում, ընդդիմությունը՝ ոչ: Թե ի՞նչ կարծիք ունի այն ժամանակվա՝ 1998-99թթ.՝ ՀՀ նախագահի խորհրդական և Սահմանադրական բարեփոխումների հանձնաժողովի նախագահ, 1998-2002թթ.՝ ՀՀ Մարդու իրավունքների հանձնաժողովի նախագահ, ԱԻՄ առաջնորդ Պարույր Հայրիկյանը դեպքի բացահայտման վերաբերյալ՝ ORER.am-ը զրուցեց նրա հետ:
Հայրիկյանի կարծիքով՝ այն ժամանակ նախագահ Ռոբերտ Քոչարյանը չի խոչընդոտել գործի քննությանը. «Ինչքան էլ չեմ սիրում, նույնիսկ վտանգավոր եմ համարում Ռոբերտ Քոչարյանին՝ որպես քաղաքական գործչի, այսինքն ինքն իմ համակրանքը չի վայելում, բայց դրանով հանդերձ ես կարող եմ ասել, որ ինքը որևէ կերպ չխոչընդոտեց գործի քննությանը, ավելին ՝ Վազգեն Սարգսյանի եղբորը, այդ գործի համար բացարձակապես անպատրաստ մարդուն՝ Արամ Սարգսյանին նշանակեց վարչապետ և Գագիկ Ջհանգիրյանին էլ տվեց գործերի քննությունը: Գործի քննությունն այն աստիճան էր, որ ես, որպես Մարդու իրավունքների հանձնաժողովի նախագահ, ստիպված եղա միջամտել, որ ամեն ինչ չափի մեջ արվի, այդ հարցաքննությունները չուղեկցվեն մարդու իրավունքների ոտնահարմամբ և անմեղ մարդիկ բանտերում չհայտնվեն: Օրինակ Ալիկ Հարությունյան և այլն, և այլն: Նույնիսկ վերջինիս բանտից հանելու հարցում ես դերակատարություն ունեցա: Ապացույցներ ունեք՝ ցմահ դատապարտեք, բայց եթե ապացույց չունեք իրավունք ևս չունեք մարդկանց կտտանքների ենթարկելու: Քննության առջև որևէ խոչընդոտ չի եղել»:
Գործի բացահայտման վերաբերյալ ԱԻՄ առաջնորդն ասաց, որ գործը չբացահայտված համարողները եթե ԿԳԲ-ին (ԱԱՆ) են կասկածում, թող փաստեր առաջ բերեն, իսկ եթե Քոչարյանին են կասկածում՝ իրենց իմացածն ու փաստերը թող ջրի երես հանեն.«Եթե փաստ ունեցող կա, որեմն փաստ ունեցողը պիտի խոսի:
Օրինակ, երբ իմ նկատմամբ մահափորձ իրականացրին, ես ասում եմ չէ՝ տեսեք գործի մեջ կա 100 000 դոլար, հետո հայտնվեց ձայնագրությունը՝ 1,5 մլն դոլարի մասին խոսակցությամբ: Հետո բացահայտվեց, որ Մոսկվայից ժամանած Աբրահամյանը 1,5 մլն դոլար է ուզում Վարդան Սեդրակյանի ընտանիքից՝ գործը գլուխ չբերելու համար: Դրանք փաստեր են, դրանց մասին կարող եմ խոսել, մյուսները եթե բան ունեն ասելու, պիտի փաստեր բերեն: Ի՞նչ է, Նաիրի Հունանյանը հենց այնպես նստեց, որ ինչ-որ մեկին թաքցնի՞: Ես չեմ մեղադրում փաստեր չունեցողներին, որոնք հայտարարություն են անում, բայց նախապատվելի եմ համարում փաստերի լեզվով խոսելը»: Բեթղեհեմ Արաբյան
