ՀՀ կառավարությունը նախատեսում է տնտեսական աճի առանցքային շարժիչ դարձնել արտահանումը

Հայաստանի Հանրապետության կառավարությունը երկրի տնտեսության մրցունակությունը պայմանավորում  է բացառապես արտաքին շուկաներում մրցունակ առաջարկ ներկայացնելու տնտեսական կարողություններով: ՀՀ կառավարության ծրագրում սահմանվում է, որ երկիրը պետք է առաջնորդվի առաջարկի վրա հիմնված տնտեսական աճի մոդելով, որտեղ տնտեսական աճի առանցքային շարժիչն արտահանումն է:

«Դրա համար հատկապես կկարևորվի արտահանման արտադրողների մրցունակության բարձրացման և այդ կերպ՝ առկա արտաքին շուկաներում նրանց դիրքերի ամրապնդման, ինչպես նաև՝ նոր արտաքին շուկաներ ներթափանցելու և դրանցում դիրքավորվելու ճանապարհով: Ծրագրային այս մոտեցումների կենսագործումը պահանջում է տնտեսության իրական հատվածի և արտահանման շուկաների դիվերսիֆիկացիա»,- ասված է Ազգային ժողովի քննարկմանը ներկայացված կառավարության ծրագրում:

Ծրագրում նշված է, որ գործարար միջավայրի բարելավման շարունակական քայլերով պետական կարգավորումները, պետության կողմից մատուցվող ծառայություններն ու վարչարարական ընթացակարգերը կդառնան առավել պարզ, թափանցիկ և քիչ ծախսատար: Պետությունը հետևողականորեն կբարելավի մրցակցային միջավայրը` ապահովելով ապրանքային շուկաներ ազատ և հավասար մուտքի/ելքի պայմաններ: Հայաստանում շարունակաբար կայանալու են ներդրողների պաշտպանության և երաշխիքների տրամադրման ինստիտուցիոնալ համակարգերը` յուրաքանչյուր ներդրողի մոտ ամրապնդելով երկրի նկատմամբ վստահության և գործընկերային բարձր մակարդակ:

Օտարերկրյա ներդրողների ներգրավմամբ ներդրումային ծրագրերը կուղղորդվեն հատկապես ժամանակակից արտադրական տեխնոլոգիաներով տնտեսության վերազինման պահանջների բավարարմանը, ինչը զուգահեռաբար կընդլայնի նոր ներդրումներ կլանելու տնտեսության կարողությունը: Միաժամանակ, ներառական տնտեսական աճին նպաստող և նոր աշխատատեղեր ստեղծող ներդրումային ծրագրերը կգտնվեն ՀՀ կառավարության ուղղակի հոգածության տիրույթում:

ՀՀ կառավարությունը հետապնդում է տնտեսության որակական առաջընթացն ինովացիոն զարգացման ճանապարհով ապահովելու նպատակը, որի արդյունքում պետք է գրանցվի ընդհանուր տնտեսության, ինչպես նաև տնտեսության հիմնական ոլորտներում արտադրողականության մակարդակի արագընթաց աճ: Ընդ որում, աշխատավարձերի քաղաքականություն իրականացնելիս ՀՀ կառավարությունը կհետևի արտահանելի հատվածի մրցունակության աճի չխաթարման սկզբունքին՝ պահպանելով նմանատիպ զարգացման հաջողված փորձ ունեցող արևելաեվրոպական և այլ երկրներում ժամանակով փորձված նվազագույն աշխատավարձի և տնտեսությունում աշխատավարձի մեդիանայի համամասնությունները:
