ՆԱՏՕ-ի անդամ պետությունների եւ կառավարությունների ղեկավարների՝ Բրյուսելում կայացած վերջին հանդիպումն ընդգծեց Հարավային Կովկասում ՆԱՏՕ-ի արդիականության նվազումն ու տարածաշրջանի հանդեպ հենց Դաշինքի հետաքրքրության պակասը: Այս մասին ասված է Foreign Policy Research Institute-ի վերլուծաբան, գնդապետ Ռոբերտ Համիլթոնի հոդվածում:

Նրա խոսքով՝ ՆԱՏՕ-ում հիմնական ուշադրությունը կենտրոնացած է արեւելյան ճակատում Ռուսաստանի սպառնալիքի, ծախսերի բեռը կիսելու հարցի քննարկման, ահաբեկչության շուրջ մտահոգության ուղղությամբ: Արդյունքում ՆԱՏՕ-ն քիչ հնարավորություն է ունենում լրջորեն մտածել Հարավային Կովկասում իր դերի մասին:

«Հայաստանն ու Ադրբեջանը շարունակում են հակամարտել Ղարաբաղի պատճառով, ինչն անհնար է դարձնում տարածաշրջանային համագործակցությունը, միաժամանակ, Ռուսաստանը շարունակում է պահպանել տարածաշրջանի բոլոր երեք պետությունների վրա ազդեցության լծակները»,- կարծում է նա:

Համիլթոնը կարծում է, որ Հարավային Կովկասի հանդեպ ՆԱՏՕ-ի անուշադրությունը կարող է երկարաժամկետ բացասական հետեւանքներ ունենալ Դաշինքի համար, իսկ տարածաշրջանում ՆԱՏՕ-ի գործողությունները շարունակելը եւ նույնիսկ ընդլայնելն այնքան էլ դժվար չէ:

Հոդվածագիրը երեք քայլ է առաջարկում, որոնք կարող են օգնել կայունացնել տարածաշրջանն ու նվազագույն ծախսերով պաշտպանել ՆԱՏՕ-ի շահերը: Նախ, նրա կարծիքով, հարկավոր է շարունակել Վրաստանի հետ առաջնահերթ հարաբերություններ հաստատելու քաղաքականությունը՝ բաց ուղիներ պահպանելով Հայաստանի եւ Ադրբեջանի համար: Նա ընդգծում է, որ Վրաստանին եւ Ուկրաինայի իր շարքերն ընդունելու խոստումը կատարելու անկարողությունը վնաս է հասցնում ՆԱՏՕ-ի վարկանիշին:

«ՆԱՏՕ-ն պետք է շարունակի յուրաքանչյուր հանդիպման ժամանակ հաստատել 2008 թվականի պարտավորությունները եւ հստակ խնդիրներ առաջադրի, որոնք Վրաստանը պետք է կատարի՝ Դաշինքին անդամակցության համար»,- կարծում է նա:

Երկրորդ՝ գնդապետն առաջարկում է տարածաշրջանի երկրներին ներգրավել ԻԼԻՊ-ի դեմ պայքարում: «Քանի որ Սիրիայում եւ Իրաքում ԻԼԻՊ-ի շարքերն անցած Ռուսաստանի, Վրաստանի եւ Ադրբեջանի քաղաքացիներ կան, բոլորն էլ մտահոգված են իրենց մարտիկներին հայրենիք վերադարձնելու հարցով, իսկ այդ հարցում ՆԱՏՕ-ի օգնությունը կօգնի կայունացնել տարածաշրջանն ու համագործակցության եզակի հնարավորություն ընձեռել»,- գրել է նա:

Եվ երրորդ՝ ՆԱՏՕ-ն պետք է Հարավային Կովկասում հատուկ ներկայացուցչի ինստիտուտ ստեղծի: Գործող հատուկ ներկայացուցիչը զբաղվում է ինչպես Հարավային Կովկասով, այնպես էլ Կենտրոնական Ասիայով, չնայած այս երկու տարածաշրջանները տարբեր վերաբերմունք ունեն ՆԱՏՕ-ի հանդեպ:

«Հարավային Կովկասը սահմանակից է ՆԱՏՕ-ի անդամ Թուրքիային, իսկ երկրներից մեկը՝ Վրաստանը, Դաշինքի ապագա անդամ է հայտարարվել: Հատուկ ներկայացուցչի նշանակումն ազդանշան կլինի, որ ՆԱՏՕ-ն լուրջ է վերաբերվում տարածաշրջանում իր դերին»,- գրել է վերլուծաբանը:
