ՀՀ տարածքային կառավարման և զարգացման նախարարի առաջին տեղակալ Վաչե Տերտերյանն այսօր ներկա է գտնվել Սյունիքի մարզի Գորայքի համայնքապետարանում Քաղաքացիների սպասարկման գրասենյակի (ՔՍԳ) պաշտոնական բացման արարողությանը: Այս մասին տեղեկացրին ՀՀ տարածքային կառավարման և զարգացման նախարարության հասարակայնության հետ կապերի բաժնից:

Բացման արարողությանը մասնակցել են նաև  Արևելյան Եվրոպայի և Եվրասիայի հետ համագործակցության բաժնի ղեկավար Էլիզաբեթ ֆոն Կեպլերը, Հարավային Կովկասում Շվեյցարիայի համագործակցության գրասենյակի տնօրեն Օլիվյե Բուրկին, ԳՄՀԸ հայաստանյան գրասենյակի տնօրեն Աննե Քեմփան, ԳՄՀԸ «Լավ տեղական ինքնակառավարում Հարավային Կովկասում» ծրագրի հայաստանյան թիմի ղեկավար Քաթրին Շեֆերը, Սյունիքի մարզպետարանի տեղական ինքնակառավարման և հանրապետական գործադիր մարմինների հարցերով վարչության պետ Սեյրան Ավետիսյանը:

Վաչե Տերտերյանն իր ելույթում կարևորել է Քաղաքացիների սպասարկման գրասենյակի բացումը Գորայքում, նշել, որ այն թույլ կտա «մեկ պատուհան, մեկ կանգառ» սկզբունքի համաձայն քաղաքացիներին մատուցել բարձրորակ ծառայություններ, բարձրացնել համայնքապետարանի աշխատանքի արդյունավետությունն ու թափանցիկությունը, դյուրացնել համայնքապետարաններում իրականացվող վարչական գործընթացները:

2015թ-ից ի վեր Գորայքի ՔՍԳ-ն Ծրագրի շրջանակներում հիմնված տասներորդ գրասենյակն է: Նախորդ ինը ՔՍԳ-ները հիմնվել են Շինուհայրի, Թումանյանի, Աբովյանի, Արտաշատի, Զառիթափի, Պեմզաշենի, Ուրցաձորի, Աշտարակի և Ալավերդու համայնքապետարաններում:  

Գրասենյակները հիմնադրվել են Գերմանիայի միջազգային համագործակցության ընկերության (ԳՄՀԸ)  կողմից իրականացվող «Լավ տեղական ինքնակառավարում Հարավային Կովկասում» ծրագրի շրջանակում Գերմանիայի տնտեսական համագործակցության և զարգացման դաշնային նախարարության աջակցությամբ և Հայաստանում՝ Շվեյցարիայի զարգացման և համագործակցության գործակալության (ՇԶՀԳ) և ԱՄՆ միջազգային զարգացման գործակալության (ԱՄՆ ՄԶԳ) համաֆինանսավորմամբ:

ՔՍԳ-ում աշխատանքները կիրականացվեն Համայնքային կառավարման Տեղեկատվական Համակարգի (ՀԿՏՀ) կիրառմամբ, որը որպես ՏԻՄ-երի համար մշակված տեղեկատվական համակարգ՝ թույլ է տալիս ապահովել տեղեկատվական հոսքերի ավտոմատացված կառավարում համայնքապետարանում: Վարչատարածքային բարեփոխումների շրջանակում ՀԿՏՀ-ն կապահովի խոշորացված համայնքի արդյունավետ կառավարում, բնակավայրերի ինտեգրում և փոխգործակցություն մեկ միասնական տեղեկատվական հարթակի միջոցով, վարչական ծառայությունների մատուցում բնակիչներին անմիջապես բնակավայրերում (այդ թվում՝ առցանց), ինչպես նաև միասնական տվյալների շտեմարանների կիրառում ամբողջ համայնքում:
